The Opportunity
WSDOT’s Multimodal Planning & Data Division is currently seeking to fill a Lead Travel Analyst position in Tumwater, WA. This position uses advanced knowledge in the field of traffic engineering to perform analyses, produce summary reports of findings, and provide recommendations relative to project goals. The Lead Travel Analyst serves as the agency authority on the prediction of traveler delay and the resulting societal costs from failure to open a roadway segment to traffic on time as specified in a roadwork contract. Additional duties include, but are not limited to, overseeing the development of holiday travel time forecasts, analysis of traffic data and other relevant information to help develop future travel demand models, calculation of site-specific growth rates based on historic data, and overseeing the agency’s state route digital imagery dataset. What to Expect
Among the range of responsibilities held within this role, you will:
- Quantify traveler delay and resulting societal costs for WSDOT construction contracts. This includes:
- Receiving, evaluating, and clarifying requests from regional offices;
- Maintaining models and templates.
- Perform advanced analyses of traffic data, including network analyses and forecasting.
- Effectively communicate technical and non-technical information, both verbally and in writing, with a diverse range of audiences.
- Train subordinate analysts and ensure the quality of their work on an ongoing basis.
- Steward the Department’s state route digital imagery dataset, SRView, and SRWeb applications.
- Leading process improvement efforts, including working with stakeholders to define business requirements and then develop improved technical and/or procedural solutions.
Qualifications
To be considered for this opportunity, one of the following is required:
- Two (2) years’ experience as a Transportation Engineer 2, Transportation Planning Specialist 2, or equivalent, with primary duties focused on travel analysis and estimation, such as:
- Traffic forecasting, capacity analysis, travel trends, or traffic data processing;
- Estimating current and future travel demand; and/or
- Estimating traffic capacity and societal costs for work zones.
OR
- One (1) year of such experience and a bachelor's degree with major study in civil engineering, transportation engineering, urban planning, or a closely related field.
In addition to one of the above, the following is also required:
- One (1) year of experience performing duties involving:
- Use of the Highway Capacity Manual, Highway Capacity Software, or related programs;
- Reading and understanding highway construction plans and specifications;
- Highway design, planning, construction, traffic safety, contract review, and/or inspection.
- A thorough, demonstrable understanding of engineering principles, methods, and practices.
- General computer literacy, including proficiency with databases, the internet, and the Microsoft Office suite of software.
- Demonstrable, expert-level proficiency with Microsoft Excel, including but not limited to the ability to write multi-level nested formulas and lookup functions, create and format charts, assign conditional formatting to cells, import data from text files, and create macros for complex data manipulation.
- Ability to receive input and communicate clearly and effectively, both verbally and in writing. This includes the ability to create clear and comprehensive procedures manuals and concise and professional summary reports of analyses for internal and external consumption.
- Ability to learn within three (3) months how to independently extract data from the roadway and traffic datamarts, the WSDOT document management portal, published reports, and other sources.
- Ability to accurately compute percentages, round numbers, and solve basic algebraic equations.
- Ability to work at a computer for hours at a time.
It is preferred that qualified candidates also have:
- A bachelor's degree with major study in civil engineering, transportation engineering, urban planning or a closely related field.
- A thorough working knowledge of WSDOT engineering policies, standards, and procedures.
- One (1) year of experience writing data extraction and transformation queries in a language such as SQL, SAS, or R, and/or one year of experience creating ad-hoc data reports using a business intelligence tool such as Cognos or Tableau.

- This position is eligible for remote work up to 100%, per supervisor approval.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
