Senior Executive Director of Building Services

General Definition of Work
The Senior Executive Director of Building Services, under minimal supervision, performs senior level work with extensive decision making discretion supervising the design, deployment, and coordination of facility related operations to ensure continuous improvement processes in all departments in the construction, renovation, maintenance, and operation of facilities. Employee performs highly advanced and supervisory work to carry out Board of Education policies and procedures related to Facility and Maintenance Services under the direction of the Deputy Superintendent of Operational Services.

Place of Work
The normal place of work is on the premises used by Durham Public Schools. Durham Public Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

  1. Adhere to all state, federal, and local laws, policies, and procedures
  2. Lead, manage, supervise, and evaluate assigned staff/programs in the district
  3. Prepare and maintain the maintenance and facilities budget and cost account records
  4. Establish and maintain data concerning facility operations, operations efficiency, capacity, district growth, placement of schools and student demographics to assist in short- and long-range planning for facilities
  5. Collaborate and coordinate with school planning
  6. Organize and guide facilities task force to establish a long range (10 year) facility plan and work with local government agencies to deploy the plan and establish funding
  7. Maintain and update the state mandated 5-year capital needs survey
  8. Develop and recommend capital and current expense budgets based on department feedback, facility audits/task force recommendations and district plan
  9. Prioritize and assign projects based on data collected from staff, schools, and professional needs assessments
  10. Collaborate and provide recommendations on inclement weather as a member of the emergency preparedness team
  11. Collaborate and coordinate with Risk Management all efforts on environmental concerns
  12. Monitor and recommend funding from all sources (Current Expense, Capital Funds, Bond Funds and Lottery Funds) by developing integrated budgets to implement board approved facility plans and projects
  13. Oversee district compliance with regulatory agencies such as Fire Marshal, Health Department, Inspections, and other City/County agencies
  14. Complete local, state, or federal surveys and reports accurately and promptly
  15. Participate in professional development workshops and leadership training
  16. Create an inclusive environment with positive communication/public relations
  17. Facilitate the development of the department’s improvement plan
  18. Perform related work as assigned or required
Knowledge, Skills, Abilities
  1. Comprehensive knowledge of federal, state, and local polices/codes and procedures regarding facility management, planning, maintenance, and construction
  2. Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system surplus and fixed assets
  3. Skilled in technology with demonstrated ability to use spreadsheet software and word processing software
  4. Ability to maintain professional and emotional control under stress
  5. Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  6. Ability to learn and use specialized tools, equipment or software related to business needs
  7. Ability to develop, monitor, and implement a fiscally sound budget

  9. Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations

Education and Experience
  1. Bachelor’s degree in architecture, planning, engineering, or related area
  2. Five (5) years’ experience in managing commercial construction projects through planning, budgeting, design, bidding, construction, etc.
  3. Equivalent combination of experience and education
Special Requirements
  1. Possess and maintain a NC Driver’s License
  2. Must maintain a safe driving record
  3. Travel to school district buildings and professional meetings as required
Physical Requirements/Working Conditions
  1. Work requires the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects
  2. Work regularly requires exchange of accurate and detailed information through oral and written communication
  3. Constantly operates a computer and other office business equipment
  4. Ability to remain in stationary position for required meetings/work
  5. Ability to move to other work locations
  6. Visual acuity requires preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities
  7. Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications
  8. Work requires preparing and analyzing written or computer data, operating standard office equipment, use of advanced technology
  9. Work occasionally requires exposure to outdoor weather conditions
  10. Work is generally in a moderately noisy location (e.g., business office, light traffic)
  11. Requires the ability to deal with people beyond giving and receiving instructions
  12. Must be adaptable to performing under mild to high levels of stress
  13. Must be on-call as a regular part of the job
