Transfer:Candidates must be permanent in the Mental Health Program Specialist 5 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.Preferred candidates will be a New York State Licensed Clinical Social Worker (LCSW) or Licensed Master Social Worker (LMSW).Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 5, M-3, position in the Division of State Operated Children’s and Adult Services. The Mental Health Program Specialist 5 will serve as the Central Office Director of Social Work responsible for providing leadership, direction, training, consultation, and administrative support to the OMH Director’s of Social Work and Social Work Supervisors and staff social workers. Specific duties of this position will include, but are not limited to, the following: • In collaboration and partnership with the facility Executive Director or designee, serve as clinical and administrative lead of the Social Work discipline providing leadership to Social Work Supervisors and staff social workers at OMH’s adult, children’s and forensic facilities. • Monitor Social Work Services compliance with all federal, State and voluntary licensing, certification and accreditation standards through document reviews, routine meetings and via onsite visits. • Coordinate meetings of Social Work Supervisors to discuss statewide policy and practices and provide training. • Provide expert assistance and guidance to social work staff on the multidisciplinary and clinical teams, who conduct assessments and reviews of recipients of mental health services in both inpatient and community-based settings. • Provide expert clinical consultation and input related to the development of discharge and treatment plans for consumers who will be released to the community ensuring that they receive appropriate wrap around services. • Serve as an expert clinical consultant to enhance and develop innovative clinical services, including the development and enhancement of social work programs and services for individuals served within the OMH system. • Represent the social work discipline in agency and as the OMH representative among other agencies and collaborate with other State leaders in meetings. • Encourage public-academic relationships that provide education and training opportunities for Social Work students and aid in attracting Social Workers to OMH. • Contribute to the creation or coordination of professional development opportunities and programs offering continuing education credits for Social Workers. • Provide expert guidance to State Operations and OMH senior leadership regarding Social Work Services and how they can transform inpatient State-run psychiatric hospitals and campuses from long term care institutions to ones focused on reduced lengths of stays with the right community supports promoting community engagement and sustainment.Additional Comments Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
