Description
The ICF International Digital Solutions team manages the Digital Global Goods, Data Exchange, and Interoperability (DATIM) portfolio under the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) program. The team supports and manages several initiatives and mission critical activities in the areas of data exchange and interoperability to meet PEPFAR’s needs.
We are actively seeking a dynamic, goal-oriented Health Data Analyst to provide quantitative analysis and GIS support across our portfolio of activities. Your role will involve working with internal and external stakeholders to enhance data use for decision making using insightful analytics, reports, and presentations. You can anticipate working on multiple projects simultaneously and engaging with diverse teams within ICF and external stakeholders at various levels.
This is a full-time, hybrid position based in our Rockville, Maryland office.
Key Responsibilities
- Independently define new analytic questions to advance data analytic capabilities and data use.
- Understand context of data by triangulating with multiple data sources (e.g., programmatic guidance, historic and narrative data sources).
- Create data analysis processes to answer specific analytical questions, including geospatial analysis as appropriate.
- Elicit, gather, and document data analytic requirements from multiple stakeholders using different methods such as virtual meetings, shared documents, and surveys.
- Identify obstacles and provide innovative solutions to help improve data collection, transformation and use processes.
- Wrangle, clean, process and transform data for insightful analysis and presentation.
- Describe results in a variety of formats for varied audiences, including facilitate strategic thinking around data use.
- Ability to travel up to 20% if needed.
Required Qualifications
- Bachelor’s degree in public health, health informatics, data science, statistics, epidemiology, or related discipline.
- 2+ years' international development experience supporting USAID-funded projects with data analyses, including MEL data for programmatic decision-making.
- 5+ years’ work experience writing complex data analytic code using R, Python, SAS, Stata, SPSS, SQL, or Excel to extract and manipulate datasets from large data repositories and databases.
- 5+ years’ work experience using at least two business intelligence tools such as Tableau, Power BI, MicroStrategy.
- 2+ years' using ESRI Geographic Information Systems to develop innovative spatial solutions to address a wide range of health issues.
Desired Qualifications
- Master’s degree in public health, health informatics, data science, statistics, epidemiology or related discipline; a master’s degree in these topics can substitute for two years of experience.
- Demonstrated experience conducting data analyses with PEPFAR data streams (e.g. Monitoring, Evaluation, and Reporting Indicators).
- Excellent data visualization skills, including experience with developing customized maps and infographics in alignment with USAID’s Geospatial Strategy.
- Familiarity with digital health interventions, including experience producing client deliverables in alignment with USAID’s Digital Strategy and Vision for Action in Digital Health.
- Ability to work cross-culturally and with remote cross-functional team members across multiple time zones.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$79,643.00 - $135,392.00
