PACKAGE QUALITY MANAGER required by our Client, within the Renewables industry, to be assigned on a Contract basis, located in Boston, MA.


POSITION SCOPE

A big player in Renewable Energy is seeking a skilled Package Quality Manager to lead the delivery of our high-profile offshore wind turbine generator (WTG) package. As a key member of our Offshore Wind team, you will play a pivotal role in ensuring the successful execution of this multi-million-dollar project. This position offers the opportunity to collaborate with global teams and drive the advancement of renewable energy.

You will be responsible for developing and implementing comprehensive quality management strategies, managing integrated site services contracts, and overseeing offshore contractor performance. Your expertise will be instrumental in achieving the highest quality and safety standards throughout the project lifecycle.


PRINCIPAL RESPONSIBILITIES:

  1. Leadership and Coordination: Spearhead the delivery of Quality work scopes ensuring seamless coordination among stakeholders and compliance with applicable requirements. You’ll work alongside functions such as Package Mgmt., Group Quality, H&S, Engineering, Construction, Supply & Expediting, T&I, Commissioning, Project Controls, Contract Management, Legal, and Procurement.
  2. Quality Management: Drive project to completion on time, within budget, and to the highest quality and HSE standards. Develop and maintain project Quality schedules, budgets, and forecasts, contributing directly to Avangrid Renewable’s strategy. Ensure compliance to Project Quality requirements are met.
  3. Organizational Management: Design and manage a robust organizational structure for the respective scope, effectively utilizing resources primarily across Europe and the USA. Ensure effective communication and collaboration across international teams.
  4. Strategic Advice: Provide strategic delivery advice, conduct risk assessments, and offer recommendations throughout the project lifecycle. From Quality point of view Influence bid levels, program strategies, and commercial agreements to maximize value.
  5. Risk Management: Effectively manage project risks, specifically those intrinsic to the offshore wind industry, manufacturing, Quality Assurance/Quality Control, and supply chain challenges.
  6. Standards and Practices: Implement offshore standards, procedures, tools, and best practices for large-scale projects, specifically offshore wind projects.
  7. Continuous Improvement: Capture and share lessons learned from offshore delivery projects, establishing feedback loops and best practices to enhance business value. Implement innovations in offshore wind technology and construction methodologies.
  8. Package Leadership: Act as a core member of the Package Leadership Team, making key project and strategic decisions to ensure optimal investment value. Lead by example, fostering a culture of safety, quality, and continuous improvement.
  9. Responsible for the maintenance of the Quality Management System (QMS) in relation to the package.
  10. Provide training to project personnel to promote the requirements and benefits of the project QMS.
  11. Ensuring the quality of deliverables, materials / product, and services across all phases of the package (i.e., audit (1st and 2nd party), design, manufacture, installation, commissioning. and handover), including continuous assessment to the QA/QC as a part of the QMS.
  12. Ensure that the mitigation measures resulted from the lessons learned from previous project are effectively implemented.
  13. Ensure that the lessons learned are effectively captured and communicated during the project.
  14. The evaluation of the qualifications of inspection personnel and as such assign those according to their competence, expertise, and knowledge to the package accordingly.
  15. Lead and coordinate quality site Inspectors in the different locations where the WTG and its components will be manufactured, attending to supplier project weekly and monthly meetings.
  16. Provide quality control to our supplies and contractors, coordination of inspections including reviewing technical specifications and Tenders.
  17. Responsible to liaise with the package verification body on the package (if applicable), attending all the inspections and answering any Technical Query related to quality.
  18. Assist with the implementation and maintenance of the Project Quality Management Systems.
  19. Implement, promote, and measure performance to achieve quality goals on the project. Creating a quality culture throughout the project team and other stakeholders.
  20. Embed a consistent and controlled approach to any works throughout the project team e.g., engineering, procurement, construction etc.
  21. Embed a consistent approach and quality level of performance and practice in WTG supplier.
  22. Ensure WTG final dossier is fulfilling Project and O&M requirements and is consistently presented.
  23. Ensure fundamental project reference documents are in place, monitored, updated, and communicated on a regular basis e.g., Project Quality Plan.
  24. Update, create or facilitate the creation of standard quality specifications to be issued to suppliers to ensure customer, regulatory or other requirements are being met.
  25. Working to the company methodology for equipment categorization and inspection regimes.
  26. Deliver works to customer, legal and other requirements (standards etc.).
  27. Working closely with Document Control to establish, maintain and improve document/record keeping. Ensure that the communications with the suppliers are in accordance with the Document Control methodologies, maintaining a comprehensive traceability.
  28. Ensure that the quality documentation and quality reports are produced, verified, or reviewed by competent personnel.
  29. Ensure efficient management of the Integrated Site Services for Package and ensure that the site Inspectors are provided with the necessary instructions, including access to the relevant project procedures, reports, and documentation.
  30. Supervising technical staff for inspection and tests.
  31. Assist with preparation of regular management systems reports.
  32. Assist with the maintenance of the company’s quality inspection and product release programs for raw and in-process materials and components, processes, and finished goods.
  33. Maintain awareness of the wider project and business goals and encourage a balanced approach to Quality.
  34. Reviewing and reporting on project performance internally and externally.
  35. Taking early action to improve works and support the delivery of wider business goals.
  36. Maintain and encourage a high standard of Health & Safety.
  37. The application of a wide range of quality techniques, from defining and implementing inspection release measures; quality take-over: quality gates and milestones and take over documentation relevant for each machinery and equipment -depending on the nature of each project package.

EXPERIENCE / QUALIFICATIONS

  1. 5-8 years of experience managing quality of Turbines supply and installation. Experience in Quality Assurance and Quality Control for onshore / offshore wind projects, preferably specific to Turbine supply and installation.
  2. Bachelor’s degree in Engineering, Quality Management, or a related field.
  3. A Master’s degree or relevant professional certifications (QM, PE) are preferred.
  4. People Management: Effective management of diverse, multinational teams, including joint venture (JV) structures. Ability to manage remote teams and foster a collaborative work environment.
  5. Delivery and Contracting: Competence in planning, tendering processes, contracting management, contract negotiations, and delivery of multi-million-dollar contracts up to the hand-over to O&M. Experience in managing packages and contracts requiring precise coordination across multiple disciplines.
  6. Health, Safety, and Environment (HSE): Knowledge of HSE legislation related to delivery, marine, and offshore key packages. Familiarity with offshore safety standards such as the Global Wind Organization (GWO).
  7. Specialized training.
  8. Preferably achieved training and certification through a quality body e.g., European Organization for Quality (EOQ) or American Society for Quality (ASQ).
  9. Quality Auditor according to International Standard or any other ‘accredited’ body.
  10. Experience with quality tools like product FMEA, 8D-Reporting.
  11. Six-Sigma-Training Green/Black Belt would be a plus.
