Details:
The Procurement Specialist collaborates closely with the EPC project team to prepare and execute contracts with suppliers of engineered equipment and materials, as well as with construction subcontractors. This role involves receiving and evaluating commercial proposals and overseeing the administration of purchase orders and subcontracts through to project completion and close-out.
The position will support the organization's planning and negotiations for large electrical infrastructure EPC contracts.
Job Responsibilities:

  • Monitors, tracks, and supports the fulfillment of pursuit and project schedule requirements.
  • Collaborates with the Project Manager (PM) and Procurement Manager to prepare the bidders list, solicits and evaluates pre-qualification information from bidders, determines MBE/WBE requirements for each proposal, and ensures compliance with good faith effort standards when applicable.
  • Coordinates and issues RFPs to bidders, assesses vendor and subcontractor proposals and contract terms, manages negotiations, and presents recommendations for final contract awards.
  • Facilitates technical reviews of quotes in collaboration with the EPC engineering subconsultant.
  • Incorporates necessary prime contract flow-down clauses into all contracts.
  • Reviews, negotiates, and secures final approval for any deviations from corporate procurement policies, procedures, or project-specific terms and conditions.
  • Prepares contract documents for execution.
  • Cultivates and maintains strong relationships with vendors and subcontractors.
  • Manages the Procurement Status Report (PSR), ensuring all vendor and subcontractor status updates are accurately captured for each project.
  • Ensures all contract issues are documented promptly, accurately, and formally.
  • Identifies and mitigates risks related to construction subcontracts and purchase orders.
  • Verifies equipment and material types and quantities from engineering drawings, organizing the data in relevant spreadsheets according to material management system requirements.
  • Supports the resolution of issues related to overages, shortages, damages, and missing materials and equipment by coordinating with Construction, suppliers, and material yard management.
  • Adheres to internal standards, policies, and procedures.
  • Undertakes special projects and performs additional duties as assigned or requested.
Job Qualifications:
  • Bachelor's Degree in Business Administration, Finance or related field
  • Experience with the following: Request for Proposals (RFP), supplier and subcontractor prequalification, bid tab evaluations and recommendations, contract terms and conditions review and negotiation, contract generation and issuance, vendor submittal management, and expedition and oversight of EPC T&D projects.
  • 5 years of experience related to Transmission and Distribution engineering, procurement and construction projects.
  • Experience with vendor and subcontractor management.
