The Designated Supervisor for Locomotive Engineers (DSLE) manages engine and train service crews to ensure the safe and efficient operation of locomotives and trains in specific areas. Responsibilities include providing leadership, mentoring, and guidance to engineers/conductors and overseeing operations in compliance with rules and regulations. Ensures adherence and compliance with train orders, bulletins, wayside signals, railroad operating rules, special instructions, SCRRA, and FRA guidelines in the movement of trains and equipment. Responsible for the development, training, and implementation of the Title 49, CFR, Part 240/242 Plans. This position will report to the Assistant General Manager of Rail Operations (AGMRO) and will be required to coordinate and work with the Safety, Training, and Compliance Managers to ensure compliance with all applicable regulations.

Duties/Responsibilities:

  • Monitor employees for compliance with regulations and operating practices.
  • Initiate action for non-compliance in a consistent and fair manner.
  • Manage employees and train operations to optimize OTP and make recommendations to improve performance.
  • Respond to service disruptions within the area of responsibility.
  • Enforce safety plans.
  • Manage and oversee locomotive engineer and conductor certification requirements.
  • In coordination with the Training Manager, administer engineer/conductor recertification courses and operating rules classes.
  • In coordination with the Compliance Managers, conduct efficiency tests, ensure compliance, and maintain employee records.
  • Maintain understanding of operating, PTC, and safety rules, applicable timetable, air brake operations.
  • Review safety reports to ensure operation of the consist follows CFR requirements and qualifies on the equipment to include train handling, operating rules, and physical characteristics through written and oral testing and demonstrated train handling.
  • Work within the guidelines of Customer System Safety Program.
  • Continually observe and correct all safety requirements and work operations.
  • Participate in safety briefings, observe safety compliance and employee qualifications.
  • Maintain understanding of operating/physical characteristics and safety rules, applicable timetable, air brake operation, electrical heating, equipment troubleshooting practices.
  • Comply with all related SCRRA Rules, Instructions, Guidelines, and Policies in performance of duties.
  • Other related duties as assigned.

Skills/Abilities:

  • English oral and written communication and record-keeping ability.
  • Strong leadership potential and interpersonal skills.
  • Knowledge of FRA Regulations on Operating rules GCOR, Timetable, and Special Instructions.
  • Knowledge of the physical layout and operation of the Authority’s rail system.
  • Knowledge of CPUC and ADA requirements.
  • Ability to handle and manage situations under time pressures and the stress of emergency situations.
  • Ability to operate a variety of Locomotive engines including diesel-electric, turbo-electric, and diesel multiple units safely and efficiently in accordance with SCRRA, GCOR, and FRA guidelines.

Education and Experience:

  • Bachelor’s degree in Transportation, Business, or related field, or equivalent work experience.
  • Completed an approved GCOR Training Program in the last 3 years.
  • 2 years of experience as a supervisor for an FRA regulated railroad.
  • 7 years’ experience as a railroad engineer for an FRA regulated railroad.

Physical Requirements:

  • Physically able to conduct inspections and carry equipment used for inspections.
  • Work prolonged periods on your feet in the shop environment or outdoors.
  • Occasional periods of sitting at a desk and working on a computer.
  • Must be able to work outdoors in all weather conditions and lift objects up to 50 lbs.

Other:

  • Must have valid California Driver’s License with a good driving record of no more than 2 points and no DUIs within the last 3 years. Pass background check.
  • Must be able to pass a pre-employment physical examination including a drug test.
  • Able to work 24/7.

Pay Range:

$88,480.00 to $132,720.00 depending on experience/qualifications.

This position is eligible for Railroad Retirement.
