General Description
GENERAL DESCRIPTION:
Performs highly advanced and/or supervisory (senior level) professional organizational and policy analysis work. Work involves overseeing, conducting and implementing organizational studies and evaluations, evaluating systems and procedures, overseeing work simplification studies, and develops and evaluates operations and procedures manuals to assist management in producing desired results within budget resources. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS (EJFs):
(25%) Assists enforcement leadership in conducting statewide internal quality assurance inspections.
  • Conducts semi-annual inspections of equipment, records, office spaces, evidence rooms, and other areas within the enforcement division to ensure adherence to commission rules, policies, and procedures.
  • Identifies best practices and areas needing improvement and provides recommendations to management.
  • Coordinates, designs, evaluates, recommends, and approves changes to forms and reports within the Enforcement division.
(15%) Manages and ensures the agency Criminal Justice Information Service (CJIS) requirements are in compliance with all agency and contract personnel, as required.
  • Coordinates and tracks fingerprinting, training, and other required documentation.
  • Maintains compliance with various CJIS-related information systems and responds to agency audits.
  • Coordinates, reviews, and evaluates confidential and sensitive data life cycle, including the collection, storage, use, transfer, retention, and destruction of information.
  • Maintains and manages all aspects of databases external to the agency with an enforcement nexus.
  • Creates and deletes accounts as required and resets passwords for agency personnel.
  • Tracks agency participation in state and federal asset forfeiture and equitable sharing programs.
(20%) Develops solutions to highly complex organizational issues and concerns, develop organizational change strategies and plans, and conduct training for their implementation.
  • Gathers, organizes, and analyzes information on structures, processes, and programs, and develops solutions and alternative practices to be more effective or efficient.
  • Facilitates execution of goals and objectives for assigned projects and develops work products.
  • Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, timeframes, and resource requirements.
(20%) Assists the COOP Coordinator with developing the COOP Plan and exercises related to reports to be filed with the State Office of Risk Management (SORM).
  • Works with the COOP Coordinator and leadership to ensure the organization maintains a viable and effective continuity capability; and
  • Coordinates overall continuity activities within the organization to include those activities enabling the performance of essential functions during a continuity situation.
  • Ensures that organization leadership and continuity personnel are properly trained, and facilities are equipped as necessary.
  • Executes tests, training, and exercises, corrective action planning, and long-term planning efforts.
(15%) Develops various written reports and presentations to propose changes, communicate analytical results, and communicate the status of efforts for internal and/or external stakeholders.
  • Reviews comprehensive technical records and reports that present and interpret data, identifies alternatives, and provides recommendations.
  • Reviews and evaluates recommendations for improvement and corrective action to standardize or improve organizational systems.
  • Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
  • Develops operations and business procedures manuals within the enforcement division.
(5%) May supervise the work of others and performs other duties as assigned.
MQs, KSA, License/Certifications
MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with major coursework in business administration, political science, marketing, or a relevant field. Experience and education may be substituted for one another on a year per year basis.
AND
Eight (8) years of full-time work experience, in analyzing work problems, interpreting complex material, or planning, organizing, and coordinating requirements for program operations where a wide range of demands are involved is required.
PREFERRED QUALIFICATIONS:
Advanced Texas Peace Officer License by the Texas Commission on Law Enforcement.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
  • Organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.
  • Local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques.

Physical Requirements/Supplemental Information
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
Work is typically performed in a sedentary office setting involving sitting, standing, and walking. Must be able to squat, bend and crouch to reach filing systems. Must be able to remain in a stationary position for approximately 50% of the time. Exposure to normal office temperatures and noise. Work requires extensive use of computers, telephone and related equipment. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds.
This position is required to work in the Austin office at least three days a week, however it is eligible for a hybrid schedule teleworking after initial training is conducted and the candidate has demonstrated competency and the ability to work independently. For telework, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

  • The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Health Insurance
  • Employees are provided comprehensive health coverage which includes prescription drug and vision benefits.
  • Full time (30 hours or more a week) employees: the State pays 100% of the employee's premium and 50% of the dependent's premium.
  • Newly hired employees must complete a 60 day waiting period to receive health insurance benefits unless they are a direct transfer from another agency that participates in the Employees Retirement System of Texas Group Benefit Plan.
Dental Coverage
  • Employees and eligible dependents may enroll in a choice of dental insurance plans or a dental discount plan and pay a monthly premium. There is no waiting period for dental coverage.
Tax Free Savings Accounts
  • Employees may enroll in a flexible spending medical and/or dependent care account. These accounts increase take home pay by allowing employees to pay for planned out-of-pocket health and day care costs tax-free.
Retirement
  • When an employee qualifies, there is security in receiving monthly annuities upon retirement from State employment. Payments are based upon average salary, service credit and retirement date.
  • All employees hired on or after September 1, 2015 will become immediate members of the State Employee Retirement System (ERS) by contributing a portion of their pre-tax monthly salary (9.5%) into a personal state retirement account. The State also contributes a percentage of your salary to the ERS retirement fund (not your personal state retirement account).
  • Commissioned peace officers contribute an additional 0.5% to the Law Enforcement and Custodial Officer Supplement Retirement Fund (LECOS).
  • To assist employees in meeting their retirement goals, employees may participate in a 401(k) or 457 Plan. Employees may contribute on a pre-tax or Roth after-tax basis.
Life Insurance
  • Upon enrollment in State health coverage, employees receive $5000 in Basic Term Life Insurance with $5000 of AD&D (Accidental Death and Dismemberment) coverage at no cost.
  • Employees may enroll in Optional Term Life Insurance and elect 1 or 2 times their annual salary. Employees can also apply for 3 or 4 times their annual salary through Life Evidence of Insurability (Life EOI). Each election provides an equal amount of AD&D coverage. Premiums are calculated based upon age, salary and level of coverage purchased.
  • For a premium, additional Voluntary AD&D coverage is available. Employees may choose an amount of coverage starting at $10,000 up to $200,000. Employees may also enroll eligible dependents.
  • Dependent Term Life is available for a minimal monthly premium. The benefit includes $5000 term life with $5000 AD&D for covered family member.
Texas Income Protection Plan (TIPP): Short Term and Long Term Disability
  • If an employee is unable to work due to a qualifying disability, this benefit pays part of an employee's salary for a set period of time. Premiums are based upon monthly salary.
Annual and Sick Leave
  • Upon hire, employees begin accruing annual and sick leave hours. Employees may utilize accrued sick leave immediately upon hire. Accrued annual leave is available to use after six months of continuous State service. Annual leave is earned based upon years of creditable state employment.
Paid Holidays
  • Employees are granted several paid federal and state holidays throughout the year.
Wellness Program
  • TABC supports employee wellness and develops programs to support and improve quality of life and overall health. Certified Peace Officers may be granted up to 3 hours per week to prepare, improve, or maintain their fitness level.
  • Employees and their dependents have access to free confidential counseling through TABC's EAP (Employee Assistance Program).
Tuition Reimbursement
  • In order to promote employee development through job related education, TABC provides tuition reimbursement to eligible employees for the satisfactory completion of college or university coursework. (TABC bases all tuition reimbursement upon the availability of funds.)

  • State employees have access to products and services at discounted prices. The Discount Purchase Program features everything from computers and appliances to theme park tickets, restaurants and more with no enrollment fee.
Monthly Stipends and Special Pay
Hazardous Duty Pay
  • Hazardous duty pay is paid to all commissioned peace officers at the rate of $10.00 per month for each completed year of service up to thirty (30) years employment in a hazardous duty position.
Salary Stipends
  • Commissioned peace officers employed by the Texas Alcoholic Beverage Commission are eligible to receive salary stipends. These stipends must be paid to agents who achieve certain levels of skill or certifications as approved by the agency. Commissioned peace officers may receive a stipend for education level or certification level, but not both.
