PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide routine and non-routine administrative support to department director, co-workers, the public, customers and visitors of the Public Works Department. The incumbent in this position provides mastery of office skills, assumes responsibility without direct supervision, exercises initiative and judgment, and makes decisions within the scope of assigned authority. This position is distinguished from that of the Administrative Specialist I and II by a greater level of organizational, independence, and computer skills required to successfully perform the work.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Generates correspondence, memos, agendas, minutes, permits, orders, requisitions, ordinances, reports, forms, manuals, news releases, and/or other written materials appropriate to assigned unit.
  • Compiles, prepares, and distributes department records and reports, news releases, invoices, public service announcements, and other relevant materials appropriate to assigned unit.
  • Functions in a reception capacity for department, assisting the public, customers, and visitors; answers phones; directs calls and/or take messages; retrieves and responds to voicemail messages; responds to inquiries and complaints either by resolving or directing to appropriate entity or department; greets and assists the public, customers and visitors with appropriate, professional manner; receives, sorts and distributes mail; prepares parcels/packages for mailing; rectifies problems with vendors.
  • Arranges scheduling for meetings, interviews, travel, equipment repair and service, and department functions.
  • Performs a variety of essential record keeping duties, and maintains department record keeping and filing system; ensures necessary copies of pertinent forms, materials, reports, records and documents are made, distributed, and filed.
  • Performs keyboard work in developing unit written/publication materials, and in entering, adjusting, and/or purging unit data from a variety of City databases.
  • Receives and reviews various records, forms, reports, and applications for the purpose of completing or verifying for accuracy; processes various forms required of assigned department, i.e., personnel forms, invoices, time sheets, work orders, purchase orders, applications; reviews, completes, processes, forwards or retains as appropriate.
  • Maintains specialized knowledge of unit functions and daily planning to ensure all tasks are completed within established time frames; performs duties specific to assigned work unit; assists other unit personnel in supporting efficient functioning of the work unit, when assigned to a larger operating unit.
  • Assist Department Director Act as a liaison between Director, other departments, outside agencies and City residents; gathers and compiles information as instructed; distributes department records and reports; sets up meetings for Director; and performs other duties as assigned.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Outlook, Access, PowerPoint, Executime, H.T.E., word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with City officials, supervisor, other employees, clients, third party service contractors, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Functional Reasoning : Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
MINIMUM QUALIFICATIONS
  • High school diploma or GED; supplemented by two (2) years experience in administrative support work, demonstrating excellent organizational skills and skilled use of various modern business computer applications; or any equivalent combination of education, training, and experience which provide the requisite knowledge, skills, and abilities for this position.
  • Associate's degree with coursework emphasis in business management is preferred.
  • May be required to possess and maintain a valid Florida driver license, class "E" and a driving record which meets or exceeds minimum City driving standards.
