Description
Under the general supervision of the immediate supervisor or administrator. Conducts interactive interviews with applicants and recipients and gathers needed verifications to determine eligibility for multiple categories of public assistance and manage ongoing cases accordingly. Maintains case records and makes necessary reports.
Duties/Responsibilities
Performs related duties as required. Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.
Processes applications, reapplications, and changes for applicants and recipients of Public Assistance programs in accordance with county, state, and federal guidelines. Gathers information, conducts interviews, and determines eligibility for all types of Public Assistance including but not limited to cash, SNAP food assistance, and Medicaid, as well as the appropriate category and benefit level during application, reapplication, and in response to case changes, alerts and data matches, quality reviews, and investigative results.
Conducts in-person, phone, and electronic interviews. Assists customers with the application and reapplication process. Requests and obtains verifications. Reviews documents submitted by customers. Responds to inquiries. Communicates regularly, verbally and in writing, with customers and appropriate third parties regarding case management activities. Coordinates with other agency divisions and local service providers to serve common customers. Provides information to the public and makes appropriate referrals to community organizations and resources.
Computes budgets in accordance with rules and regulations in the Ohio Revised Code, Ohio Administrative Code, and statewide public assistance manuals. Completes all necessary paperwork to establish and document eligibility, issue benefits, and process changes. Completes and maintains all records and files. Makes corrections to cases, re-calculates benefits, and determines if underpayments or overpayments have occurred in accordance with updated information, quality control findings, state hearing decisions, or rule changes.
Processes assignments using a variety of program-specific databases, computer programs, and web applications. Performs tasks and procedures to maintain open cases, process changes, continue or discontinue benefits, respond to customer inquiries, document case activities, maintain records, and complete routine office work. Maintains confidentiality of protected client information.
Attends meetings and trainings relevant to programs and services provided as required by management.
Performs other related duties as assigned by the Supervisor, Administrator, and/or Director.
Minimum Qualifications
Must have an associate degree or equivalent of at least two years college coursework or 2 years experience as an eligibility determiner or equivalent position. Must have 3 courses or 3 months experience in personal budgeting, 3 courses or 3 months experience in interviewing, 1 course in public assistance or equivalent combination of education and experience. Prefer valid Ohio Driver's License.

Working Conditions:
Environmentally controlled work setting. Involves physical effort at the level normally found in office work. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work is performed mostly while seated but occasionally requires standing and walking. Could require travel.

There is a wide variety of benefits available to full-time permanent and some part-time permanent Greene County employees. These benefits include: health, dental, vision, life insurance, optional life insurance plans, wellness program, employee assistance program, and deferred compensation plans.
The County pays 80% of the health care premium and 39% of the dental premium. All full-time employees are eligible for $50,000 group life insurance paid 100% by the County.
NOTE: Employees who are non-permanent, seasonal, intermittent, part-time scheduled for less than 60 hours per pay period, and external interim, are not benefit eligible.
