OVERALL DESCRIPTION
The Human Resources Generalist is principally responsible for supporting the Employee Services Department functions related to workforce planning, health benefits, life insurance and pension matters Will work closely with HR management and employees, as well as location management, to meet the human resources needs of the Authority. Functional areas include, but are not limited to, health benefits, life insurance, LTD, TWU Sick Leave, COBRA, pension, recruitment, and onboarding.
SPECIFIC RESPONSIBILITIES
  • Serves as a source to resolve inquiries from stakeholders related to Employee Services Department functional areas such as health benefits, life insurance, LTD, TWU Sick Leave, COBRA, pension, and onboarding. This may involve researching policy, plan documents, HR databases, and speaking with management and the Authority’s vendor representatives. Draft formal written responses as directed by management.
  • Explains health benefit and pension plan provisions to employees and retirees and direct to appropriate resources.
  • Coordinates with Employee Services Department staff to receive and respond to initial reports of active employee and retiree deaths. Follows up with deceased employees’ dependents and beneficiaries to ensure timely administration of life insurance, health, and pension benefits.
  • Assists active employees with the process of retiring, including eligibility and health benefit provisions for all union and management employees.
  • Supports the HR Benefits Clerks by serving as the first level call/inquiry escalation.
  • Supports Benefits Department management with administering the annual Open Enrollment by, but not limited to, drafting notices, visiting assigned locations, answering questions, and processing benefit changes.
  • Supports the Benefits Department monthly health benefit billing process by obtaining, reviewing, entering data, checking reports/spreadsheets for errors.
  • Drafts policies and/or procedures related to functional areas consistent with the Authorities policy standards as directed by management.
  • Coordinates, drafts and analyzes Excel reports as they related to HR metrics and additional HR functional areas.
  • Responds to Recruiter benefit, pension questions, and conduct recruiter information sessions as directed.
  • Supports Employee Services Department management administer TWU Sick Leave.
  • Serves as a member of the HR Connection team and coordinates the program in the absence of the Manager, Administration and Finance.

  • QUALIFICATIONS AND EXPERIENCE
    • Bachelor’s degree in Human Resources, Business, or a related field, with at least one (1) year of experience in a Human Resources role for a multi-site organization which includes experience in workforce planning, onboarding, health benefit, life insurance and/or pension administration required.
    • An equivalent combination of education and experience (i.e., two (2) years of relevant experience equating to one (1) year of formal post high school education) may be considered in lieu of the above listed requirements.
    • Willingness and ability to travel to all company locations within Philadelphia and the surrounding suburbs on a weekly basis required.
    • Knowledge of federal, state, and local human resources related laws and regulations (i.e., Equal Employment Opportunity, Fair Labor Standards Act, Family and Medical Leave Act, Americans with Disabilities Act, etc.). confidentiality as well as the ability to interpret and explain human resources policies, benefits, laws, standards, or regulations required.
    • Strong work ethic and excellent customer service, verbal, and written communication skills required.
    • Attention to detail, excellent time management, analytical thinking, problem solving and a proven ability to meet deadlines are required.
    • Proficient with Microsoft Office Suite with the ability to develop, format PowerPoint presentations, create analytic functions in Excel and edit/draft Word correspondence required.
    • Valid driver’s license required.
    • Performs other duties as assigned.
    IDEAL QUALIFICATIONS AND EXPERIENCE
    • SHRM, PHR, SPHR, or Certified Employee Benefit Specialist Program preferred.
    • Advanced Excel skills preferred.
