Mission: Established in 1992, ChildSafe is a nonprofit organization created to combat child sexual abuse in our community. Serving as Bexar County’s only Children’s Advocacy Center (CAC), we provide a continuum of care – including crisis management, case management, counseling and victim services – to child abuse survivors and their non-offending family members. In 2012, ChildSafe expanded its services to reach all child victims of abuse and neglect.
The goals of the agency and its multidisciplinary partners include the following: a recorded forensic interview; ensure the coordination of appropriate and thorough investigation and prosecution of sexual and physical abuse and neglect cases with public and private agencies; provide crisis intervention and on-going counseling; provide public education and professional training; and advocate for the child and family during the investigative process.
Essential Job Functions: Reports directly to the President/CEO and serves as a member of the executive management team. The Chief Program Officer is responsible for the strategy and execution of all program related activity at ChildSafe from a trauma informed perspective. The CPO will manage program directors of all client facing departments to include Clinical Services, Client Services, Forensic Interview services, and Multi-Disciplinary Enhancement Program services. The CPO serves as ChildSafe’s primary liaison with law enforcement, Child Protective Services, Bexar County District Attorney’s Office and all multidisciplinary partners. The CPO has fiduciary responsibility for all client facing departments, including a full understanding of and the ability to report on departmental operations and gather and present information for funders, grants and other audiences.
Responsibilities
Working with the CEO
- Ensure the agency’s program staff utilization is maximized for all direct care services provided.
- Develop and ensure best practices are in place and followed by all program staff.
- Organizational reporting and monitoring: provide guidance and leadership through management of the ChildSafe metrics and measurement reporting process.
- Support and advise the President/CEO in programmatic decision making and serves as a member of the Executive Team.
Programs and Services
- Develop and implement all staff operational guidelines and policies with the purpose of ensuring compliance with all CACTX regulations and grantor regulations, as well as maintaining alignment with ChildSafe’s mission.
- Direct oversight and leadership of all programs.
- Initiate and oversee new program development and expansion of services.
- Work closely with all staff and partners counterparts to build and maintain relationships.
- Supports the coordination and implementation of MDT Protocols.
- Responsible for the collection and monitoring for all programs reporting.
- Promote and represent ChildSafe in a consistent and professional manner.
- Work closely with Children’s Advocacy Centers of Texas and National Children’s Advocacy Centers regarding data collection, surveys, etc., on issues related to services provided by Children’s Advocacy Centers.
- Provides administration, supervision, and oversite of client database.
- Serves as the agency HIPAA Compliance Officer.
Grant Reporting and Management
- Oversight and management of services and data for grants received to fund programs and ensure all reporting is submitted on a timely basis.
- Working in conjunction with the Chief Financial Officer and Development Department to ensure the appropriate data is collected and maintained for grant funding reports for all program services provided by ChildSafe.
- Work closely with the Chief Development Officer and Chief Financial Officer to ensure funds are available for all programs and that all requests and grants submitted are appropriate and are not duplicated.
- Oversee reporting and monitoring of organizational performance metrics as needed.
Experience, Education and Skills Required:
- Bachelor’s degree in business or related field, required.
- Five (5) years or more in managing and/or directing, preferably in a similar capacity.
- Previous experience working with CPS, law enforcement, and other social service agencies, preferred.
- Experience and well-developed skills in written and verbal communication, multi-program alignment, staff and program management, organization, protocol development, and public speaking.
- Demonstrated experience in program development and program oversight.
- Skills should include personnel management, budget and resource development, and strategic planning; demonstrated success developing and monitoring systems management programs involving high levels of collaboration.
- Experience in the management and administration of a client database.
- Excellent people skills, with an ability to partner with a dynamic leadership team.
- Personal qualities of integrity, credibility, and commitment to the mission of ChildSafe.
- Flexible and able to multi-task; can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems.

Working Conditions/Physical Demands
- General office environment.
- Must be able to remain in a stationary position 50% of the time.
- Needs to move about the office to access cabinets, files, office machinery including computers, copiers and printers.
- Operates a computer and other office productivity machinery (EG: copiers and printers).
- Will seldom ascend/descend ladder to retrieve client files.
- Occasionally lifts supplies and support materials weighing up to 30 pounds.
- Must be able to observe staff/client’s emotional state to assess and identify needs.
- Must be able to communicate well with staff/clients and supportive family members.
Job requires 40 hours weekly. After hours and weekends for agency-related activities may be required.
