The Deputy City Manager supervises assigned departments toward the achievement of department objectives and the objectives of the City government as a whole. Duties include exercising leadership with Department Directors and advising the City Manager in the determination of program needs; the preparation and presentation of programs for approval by the City Manager and City Council; and the planning, organizing, coordinating and implementation of approved programs. The Deputy City Manager exercises considerable initiative and independent judgment in representing the City Manager within assigned areas of responsibility and exercises delegated representative authority over Department Directors and other employees in the organization.

The position of Deputy City Manager serves in an at-will capacity and reports directly to the City Manager.


This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Supervises and coordinates the efforts of a group of Department Directors to coordinate their efforts toward the achievement of their departmental objectives and the objectives of the City government as a whole.
  • Works with the City Manager and Department Directors in planning, organizing, coordinating and implementing programs on matters affecting assigned areas of responsibility.
  • Organizes and coordinates the efforts of all City departments and functions with other governmental or private agencies to accomplish program goals and objectives and resolve difficult and complex issues and problems.
  • Facilitates the preparation of a City Strategic Plan and masterplans and performance measures for each department, which includes long- and short-term objectives as well as functional tactics, action and work plans.
  • Serves and participates on various City teams and regional agencies by attending team activities and serving as a City representative.
  • Manages administrative and operational matters by reviewing the departments' budgets, approving requests for travel and training, supervising the hiring of new employees, overseeing personnel actions, conducting regular staff meetings to coordinate issues and concerns, performing resource planning, and preparing operational plans.
  • Meets and corresponds with various citizen, professional, business and other groups to address questions and secure assistance with carrying out various programs.
  • Attends City Council meetings and reports on activities requested by the City Manager.
  • Negotiates contracts and agreements with outside entities to further the goals and objectives of the City.
  • Briefs the City Manager on matters of concern in the departments and functions in assigned area of responsibility to assure proper action.
  • Takes on special projects, as assigned, which require executive-level decision making and coordination.
  • Formal Education/Knowledge:  Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Experience:  Minimum nine years of experience in a related field.
  • Certifications and Other Requirements:  Valid Driver's License.
  • Reading:  Work requires the ability to read technical information and data, policies, laws, guidelines, and procedures at a college level.
  • Math:  Work requires the ability to perform intermediate math calculations such as basic calculations as well as moderately complex financial analysis and general engineering computations.
  • Writing:  Work requires the ability to write reports, ordinances, policies; and general plan goals, objectives, and policies.
  • Managerial:  Complex -  Work requires managing and monitoring work performance of several departments including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility:  Significant - Has responsibility for final approval of budgetary recommendations to City Manager. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.
  • Policy/Decision Making:  Significant - The employee normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance. This position independently decides how objectives are achieved and what resources are needed.
  • Technical Skills: Comprehensive Application -  Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide.
  • Interpersonal/Human Relations Skills:   High - Interactions involve overseeing and/or approving final decisions regarding policy development and implementation.
  • Create relationships throughout the organization and with city partners.
  • Meet regularly with assigned department directors.
  • Learn the budget for each assigned department and assist with annual budget process.
