Description/Job SummaryThe Assistant Vice President of Human Resources provides vision and guidance for all HR functions; talent acquisition, employee / labor relations, payroll, benefits, compensation, and regulatory compliance. Reporting to the Vice President of Finance & Administration, this position serves as the Chief Human Resources Officer and ensures that the organizational human resources strategy aligns with the mission, vision, values, and strategic direction of the College.Responsibilities/DutiesLeadershipProvides overall leadership to the Office of Human Resources; oversees the areas of Benefits Administration, Compensation & Classification, Talent Acquisition, Employee Relations/Labor Relations, Human Resource Compliance, and Training & DevelopmentLeads and directs Human Resources staff in all activities; establishes goals, objectives, and priorities for staff, and assesses staff performance at regular intervals recognizes staff success and counsels staff as appropriate regarding performance and conductConsults with campus leadership, managers and supervisors regarding departmental competencies and provides coaching/consulting on various HR related mattersProvides the professional leadership necessary to build and maintain "best practices" in Human Resources, including the development of a strong team with strong relationships at all levelsEmployee / Labor RelationsFacilitates communication among employees and management by providing guidance and consultation regarding problem solving, dispute resolution, regulatory compliance,litigation avoidance and strives to resolve internal conflict informally through appropriate conflict management and mediation techniquesManages and oversees the College's performance evaluation process (initial probation process and annual evaluations), including recommendations for process improvement aswell as implementationIn collaboration with College Legal Counsel, interprets Federal and State regulations, and College policies and procedures, in the area of employee relationsAdvises managers and supervisors on the enforcement of labor contracts (Memorandum of Understanding), employment law, workplace health & safety regulations and related personnel policies and proceduresResponsible for developing policies and procedures to facilitate the implementation of negotiated agreements/ contracts; interprets College policies/procedures and MOU for employees as neededIn consultation with College administration, leads negotiations with union representativesIn consultation with College administration, manages employee relations cases, from incident report through final disposition; formulates responses, proposals and settlements for presentation to collective bargaining agents or employee association representativesConducts investigation of employee grievances and issues detailed reports of findings and recommendations for resolution to the appropriate partiesWorks proactively to address employee relations matters by implementing strategic management measures, such as employee/labor relations briefings and trainings for managers and supervisors as neededResearches, analyzes and prepares data for use in labor negotiations, arbitrations and employee association meetingsManages the College Family Medical Leave (FMLA), Unemployment Insurance and Workers Compensation processes to insure compliance with federal/state laws develops and conducts trainings on specific subject matter as neededCollaborates with the State of Maryland Worker's Compensation representative to ensure accuracy of workers compensation data and records; enforces all appropriateOccupational Safety and Health (OSHA) regulations as it pertains to workers compensationEnsures effective representation of the College at hearings and other administrative processes involved with employee and labor relations matters, unemployment, workers compensation, grievances and related mattersResponsible for regularly managing workplace accident data in order to comply with OSHA 300 and 310 reporting guidelinesCollaborates with respective staff (compliance) in addressing College matters of mutual concern; assists in the development and implementation of effective affirmative action and equal opportunity programs within the CollegeConducts exit interviews with employees and reports exit interview findings with senior management/leadership as neededStays abreast of current trends in Human Resource Management, specific to employment lawAttends meetings and trainings internal and external to the College that will increase knowledge in Human Resource and Management/Employee/Labor RelationsAdministration and ManagementImplements strategic planning in relation to personnel programs and trends in human resources management; establishes and implements long-range programs in all aspects of human resourcesLeads and spearheads the HR integration and data migration from legacy systems to the College's new ERPParticipates on and provide input to multiple Baltimore City Community College committees and advisory boardsWorks with the Assistant Attorney General on a regular basis to ensure campus compliance with applicable employment and EEO laws, State of Maryland and College policiesCollaborates with the College President and Cabinet to work on various projects as neededCommunicates regularly with the College community regarding changes to Human Resources processes or matters that affect Faculty/StaffMaintains knowledge of industry trends and employment legislation pertaining to all Human Resources mattersRequired QualificationsPlease provide 7 professional references, uploaded in an additional document.Bachelor's degree from an accredited institution in Human Resources Administration, Public Administration or related fieldAt least ten (10) years of progressively responsible leadership and supervisory experience in HREvidence of work with state agencies on issues related to employment and labor relationsMust be a highly motivated individual with demonstrated leadership abilities and hands on approach to administer HR functionsDemonstrated interpersonal and communications skills and ability to be effective with verbal and written communicationsDemonstrated cultural awareness and sensitivity working with individuals of diverse identitiesPreferred QualificationsMaster's degree from an accredited institution in a related field and professional HR certificationsPHR/SPHR CertificationExperience working with technology and educational integrated software systemsKnowledge of and working experience with Title IXStrong quantitative and statistical skills and experience with HR data analysis and reportsWorking knowledge of employment laws, and EEO compliance and reporting requirements
