Under the administrative direction of the City Manager, performs highly responsible administrative and managerial work in assisting the City Manager with the supervision and direction of City programs and projects. The Deputy City Manager must exercise considerable discretion and initiative in the performance of duties. The work requires tact and courtesy in frequent communication and coordination with elected officials, department directors/management, and other governmental agencies. Work is performed with considerable independence and is reviewed through observation, conferences, reports, and results achieved. Performs other work as required.
Key Responsibilities:
- Manages, oversees, and improves operations of assigned departments and directs and evaluates the work of staff.
- Reviews and/or prepares various forms, reports, correspondence, technical study reports, agenda item requests, draft legislation, and other documentation.
- Coordinates and oversees the preparation of the City Council agenda package.
- Communicates with City Manager, city officials, employees, and other individuals to coordinate work activities.
- Responds to complaints and questions related to city/department operations.
- Assists the City Manager with the overall management of City programs and projects.
- Provides advice and consultation to the City Manager and leadership team.
- Represents the City Manager and the City at various organizations and functions.
- Acts as a liaison with appropriate agencies regarding joint projects and regulations.
- Participates in preparing the annual City Budget.
- Serves as Acting City Manager when requested.
- Assists with citywide disaster preparedness and incident response.
- Responsible for special assignments as requested by the City Manager.
Minimum Requirements:
- Completion of a bachelor’s or master’s degree from an accredited college/university with a major in Public Administration, Urban Policy, Business Administration, Engineering, Planning, Finance or a related field.
- Must have previous experience as a City Manager, Deputy/Assistant City Manager, or Department Director in a municipal or other governmental agency environment.
- Must have five to ten years of progressively responsible experience in administration, management, and/or coordination of local government programs and personnel.
- Must possess and maintain a valid Florida driver's license.
Knowledge, Skills, and Abilities:
- Knowledge of local, State, and federal laws, rules, and regulations as applied to municipal government.
- Knowledge of municipal planning, code enforcement, economic development, public works, and land use issues.
- Skill in current management, budget, finance and administrative practices.
- Ability to apply logical or scientific thinking to define problems and draw valid conclusions.
- Ability to communicate clearly, both orally and in writing.
- Ability to plan, assign, direct, and evaluate the work of subordinates.
- Ability to establish and maintain effective working relationships.
- Ability to prioritize and manage multiple tasks and projects simultaneously.
- Ability to operate office equipment and utilize standard computer programs.
- Ability to deal with stress related to deadlines and occupational problems.
