General Position Summary:

Responsible for the overall operation of the Plant Services Department. This responsibility includes building and equipment maintenance, design and construction activities, central plant operations, and grounds maintenance for the entire hospital complex, including satellite facilities and clinics. Leads, directs, and manages all facility maintenance activities to include staffing, equipment processes, and operating procedures in a reliable manner to minimize system failures and provide a safe, effective environment of care. This position enforces personnel policies and procedures and manages annual departmental operating budgets. Has a thorough understanding of regulatory and safety standards.

Essential Functions / Major Responsibilities:

  1. Plans, directs, and controls activities for the overall operation and maintenance of Summit Healthcare’s campus and facilities.
  2. Provides continuous assessment of construction, engineering, and maintenance operations scope, schedule, and budget.
  3. Develops and directs the proper preventative and corrective maintenance of all building structures, electrical, mechanical, and emergency systems. Analyzes cost and work schedules, sets priorities, and expedites operations and/or repairs for all projects.
  4. Establishes and maintains short and long-term operating and maintenance objectives that support the hospital’s mission and business plan for the campus, including renovation, construction, engineering, and space planning.
  5. Develops appropriate policies and procedures. Ensures that approved departmental policies, procedures, and objectives are clearly understood and effectively applied within the department.
  6. Ensures that the organizational structure of the department is efficiently planned and adequately and competently staffed.
  7. Provides for direct supervision of Plant Services staff in the performance of assigned duties. Assures appropriate training of all department personnel.
  8. Conducts performance appraisals, verifies attendance, and handles disciplinary actions of the Plant Services department staff. Recommends compensation changes and/or promotions for department personnel in accordance with hospital policy.
  9. Reviews and evaluates the results of departmental activities and takes appropriate actions as necessary.
  10. Prepares and adheres to an annual budget for the Plant Services department.
  11. Assures that an accurate inventory of all fixed and portable equipment comprising the Utility Management program(s), including service schedules and maintenance history, is maintained.
  12. Orders materials, equipment, parts, and supplies as needed.
  13. Attends construction meetings and communicates project updates with other departments. Serves on other hospital committees related to facility operations, as necessary.
  14. Responsible for developing and updating plans related to fire safety and utilities management.
  15. Administers and monitors vendor service contracts to ensure work is properly performed in a timely manner in accordance with the agreement(s). Assures compliance with all local, state, and federal laws/regulations as they relate to healthcare facilities operation and management.
  16. Coordinates building code compliance and corrections. Ensures approval of governmental, regulatory, and accrediting agencies.
  17. Demonstrates SHINE behaviors.
  18. Follows all safety rules while on the job. Reports accidents promptly and corrects minor safety hazards.

Secondary Functions:

  1. Participates in departmental and hospital-wide meetings and in-services; including staff meetings, hospital-wide forums, and seminars.
  2. Reviews department and hospital-wide policies and procedures, as indicated.
  3. Assists with the development and implementation of training programs for hospital staff.
  4. Utilizes computer applications such as spreadsheet, word processing, calendar, email, and database programs/software in performing assigned duties.
  5. All other duties as assigned.

  1. Job includes full supervisory responsibilities such as: (1) providing daily work direction, (2) approval of absences or overtime, and (3) recommendations and/or approval regarding hiring, terminations, pay changes, or job changes.
  2. Decisions are made within prescribed operating guidelines, hospital policy constraints, and a broad interpretation of applicable laws and governmental guidelines.

  1. Are normally made with others both inside and outside the hospital.
  2. Are usually made with own department as well as other departments or locations.
  3. Contain some discussion about confidential/sensitive matters.
  4. Are made via telephone, e-mail, and face-to-face interaction.
  5. Are usually with staff members with minimal physician and patient contact.

Specific Job Skills & Mental Activities:

This position requires:

  1. Sufficient knowledge of commercial plant operation concepts, building codes, and regulatory statutes governing hospital building function/operation.
  2. Operational knowledge of all equipment in the Plant Services department including, but not limited to: trucks, dump trucks, tractors, back hoes, snow plows, motors, pumps, power tools, hand tools, air-balance tools, electrical wirings/appliances, plumbing, heating/cooling appliances such as boilers/chillers, soft water system, automation software, elevators, beds, autoclaves, painting/patching equipment, steel framing, and patient care equipment.
  3. Operational knowledge of all office equipment in the Plant Services department, including: fax, printer, phone systems, computer, and all computer programs utilized hospital-wide (including Windows, MS Office, e-mail, and internet).
  4. Ability to effectively communicate verbally and in writing.
  5. Ability to build and sustain interpersonal relationships.

Education and/or Experience:

  1. High school diploma or equivalent (required).
  2. Bachelor’s degree in engineering, project management, or other related field (preferred).
  3. Basic computer skills (required).
  4. Valid Arizona Motor Vehicle Operator’s License (required).
  5. Certified Healthcare Facility Manager (CHFM) Certification or certification-eligible (preferred).
  6. Five years’ experience in a healthcare environment and three years previous Healthcare Facilities Management experience (preferred).
  7. Excellent communication and analytical skills with demonstrated performance in organization and financial management.

Physical Demands & Job Conditions:

Exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects. Worker is exposed to contact with chemicals and heavy lifting.

Physical motions include finger dexterity, standing, walking, talking, stooping, crawling, reaching, feeling, sitting, bending, climbing, grasping, listening/hearing, handling, lifting up to 50 pounds, and repetitive motions of the hands, wrists, and feet.

This is a safety-sensitive position.
