WSP has a career opportunity for a Contracts Manager/Civil Engineer with a minimum of 7 years’ experience to serve as Contracts Manager for the continuation of Design Support Services During Construction (DSDC) for one of the region’s marquee projects, the multi-billion-dollar Westside Purple Line Extension (WPLE) under construction by LA Metropolitan Transportation Authority (Metro). The role offers an exceptional opportunity for professional and technical growth for the selected candidate, who will join a team of tunneling and underground station experts and work closely with the Section Managers on design and project management issues. The successful candidate will have some field construction and/or design experience.
The position is full time and requires working a minimum of two days at the Metro integrated project office in Century City and one day at WSP’s satellite project office in Downtown Los Angeles.
Duties
- Manage the negotiation, award, and administration of large-value subcontracts for design services in support of a transit megaproject using various commercial models, primarily cost-reimbursable contract mechanisms, to satisfy project needs and client requirements while providing best value and cost effectiveness.
- Work closely with technical managers for each of the megaproject's three sections to establish subcontract scope and subcontract documents while adhering to Prime Agreement/subcontract terms and conditions. Draft and issue various agreement types, including professional services subcontracts, independent consulting agreements, vendor agreements and intercompany agreements.
- Coordinate with Project Accountant on financial activities, including indirect rates for subconsultants.
- Analyze subcontract data for key contract metrics.
- Ensure compliance with Federal Acquisition Regulations (FAR) and other federal, state, and local laws and regulations and company policy through directing the procurement process, as well as guiding/counseling the project team.
- Coordinate with WSP Subcontracts USA and integrated project team, including Metro client staff, to support effective execution and resolve contractual issues.
- Support WSP USA procurement and subcontracting policies.
- Participate with responsible parties to ensure that subconsultant claims and disputes are resolved without delay.
- Ensure compliance with Client’s Disadvantage Business Enterprise (DBE) program requirements.
- In addition to above contract management duties, manage contractor submittals and RFIs on small scale ancillary projects such as parking lots and structures.
Required Qualifications
- Bachelor’s Degree in Civil Engineering.
- PE License in Civil Engineering is preferred.
- 7+ years Supply Chain management experience in the Engineering, Procurement and Construction Industry.
- 7+ years’ experience working in the transportation industry is preferable.
- Proven experience with Federal Acquisition Regulations (FAR) and other Federal, State, and local laws and regulations.
- Experience with Federal and non-Federal procurements/sub-contracts.
- Solid understanding of domestic purchasing and subcontracting in remediation/construction industry.
- Basic knowledge and experience to successfully implement a supply chain plan on large-scale projects.
- Outstanding interpersonal and communication skills, including the ability to prepare and make presentations to project and external groups and stakeholders.
- Excellent computer literacy skills and skills in MS Office 365, and Adobe Acrobat Pro DC.
- Strong leadership and decision-making skills.
- Excellent writing skills.
- Exceptional negotiation skills.
- Proven ability to work collaboratively in a diverse team environment, juggle multiple assignments and deliver on time and within budget.
- Must pass background check.

Compensation:
Expected Salary (all locations): $114,000 - $175,000
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
