About The Role

The Business Analyst will support a cross-functional project team focused on driving the end-to-end digital product lifecycle for features and products improving the overall online experience of residents and businesses in the State of Connecticut. The Business Analyst will support the team by performing detailed requirements analysis, processes documentation, and some user acceptance testing in consistent with the goals and objectives of the Connecticut Digital Service.

Experiences Required For This Role

  1. Requirements Analysis: At least 3 years of experience and use cases with the following:
  • Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.
  • Leading ongoing reviews of business processes and developing optimization strategies.
  • Staying up to date on the latest process and IT advancements to automate and modernize systems.
  • Conducting meetings and presentations to share ideas and findings.
  • Working closely with clients, technicians, and managerial staff.
  • Managing projects, developing project plans, and monitoring performance.
  • Updating, implementing, and maintaining procedures.
  • Prioritizing initiatives based on business needs and requirements.
  • Serving as a liaison between stakeholders and users.
  • Managing competing resources and priorities.
  1. Process Documentation: At least 3 years of experience and use cases with the following:
  • Documenting and communicating the results of your requirements analysis.
  • Effectively communicating your insights and plans to cross-functional team members and management.
  • Gathering and reporting critical information from meetings with various stakeholders.
  • Monitoring deliverables and ensuring timely completion of projects.
  1. User Acceptance Testing: At least 2 years of experience and use cases with the following:
  • Ensuring solutions meet business needs and requirements.
  • Performing user acceptance testing.
  1. Digital Platforms, Tools and Discipline: At least 2 years of experience and use cases with the following:
  • Working with enterprise scale digital platforms specializing in at least 3: omni-channel service delivery, web content management, customer relationship management, identity and data integration.
  • Establishing continuous improvement/delivery pipeline to continually improve products post-launch based on customer research and feedback.
  • Using productivity, communication and analysis tools to manage iterative delivery, such as JIRA/Confluence, Google Analytics, Git Repository, Microsoft Teams, Microsoft Office (Word, PowerPoint, Excel).

  • A bachelor's or master's degree in business or related field.

  • 1 year of customer relationship management platforms such as Salesforce.
  • 1 year of web content management platforms such as Sitecore.

Administrative Considerations

The Business Analyst will work as part of an iterative team using agile sprints. Work will be assigned based on items in the product backlog associated with Website Improvements. These tasks may be adjusted, reduced, or expanded as the project progresses through various phases. The contract employee shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement.

The engagement will be for a term of up to 12 months. All work will be performed in eight (8) hour shifts, Monday to Friday, excluding State holidays. If workflow dictates an on-site presence is not needed, consultant may work remotely. All extended remote work will need approval by Chief Digital Officer or the designated manager. Payment will be on a time and material basis and paid only for hours worked. Travel to various state offices will be required. State Agencies are located in downtown Hartford and the Greater Hartford area. Local Travel Reimbursement is not provided.

Use of State Resources: The contractor will share a dedicated office space and will be provided with all computer hardware and software needed to execute and perform the duties for this program.

Security/Privacy Considerations: Information accessible by the contractor may be sensitive, confidential or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility may be required. The contractor employee must always display an access badge while present in state facilities. A background check will be required.
