San Diego Superior Court is seeking qualified applicants for the position of Budget & Finance Manager. 

JOB SUMMARY

Under general direction of the Chief Financial Officer or other executive level administrative officer, the Budget & Finance Manager plans, organizes, manages, and provides direction and oversight for complex administrative functions and activities of the court including budget preparation, fiscal management and finance.

The Budget & Finance Manager assists in the formulation of departmental policies, goals, and directives; coordinates assigned activities with other Court departments, officials, outside agencies, and the public; fosters cooperative working relationships among Court departments; provides highly responsible and complex professional assistance to the Chief Financial Officer and Chief Executive Officer in areas of expertise; and performs related duties as assigned.

The IDEAL CANDIDATE should have the following:

KNOWLEDGE OF:

Principles of public administration and management; methods of effective problem and systems analysis; county fiscal process; Judicial Council budget processes and requirements; principles of cost/benefit analysis, accounting, budget preparation, purchasing, planning, personnel administration, and supervision; office methods and procedures; role of judges in the administration of court policy; functions and operations of a Superior Court; management information systems; data collection, analysis and display; statistical analysis; report writing techniques.

ABILITY TO:

Direct a variety of services functions, such as purchasing and fiscal management; deal with sensitive and confidential issues requiring the use of tact and diplomacy; establish and maintain effective public and interpersonal relations; plan and coordinate multi-disciplinary work efforts; work with minimal direction and under strict time constraints; analyze complex problems and logically identify solutions; establish and maintain effective working relations with persons of professional status, both individually and in groups or committee situations; communicate effectively, both orally and in writing; schedule, assign and review the work of others; conduct and facilitate meetings.



MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in public or business administration, criminal justice, court administration, accounting, finance, or a closely related field; AND either one (1) year as a Senior Administrative Analyst, Senior Finance Analyst or equivalent Court position, OR four (4) years of full-time, progressively responsible, professional analytical experience in fiscal, budget, personnel/human resource management, statistical analysis, special projects/studies, or facilities; one (1) year of which must have included supervisory experience.

SUBSTITUTION:

A Master's degree from an accredited college or university in public or business administration, criminal justice, court administration, accounting, finance, a or closely related field may substitute for one (1) year of non-supervisory experience.
