The San Diego County Water Authority is an independent public agency that serves as San Diego County’s regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 23 member agencies serving the region’s $268 billion economy and 3.3 million residents.
The Water Authority is executing a long-term strategy to diversify the region’s supplies, make major investments in the region’s water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region’s water portfolio, while continuing to diversify supplies to enhance current and future reliability.
The Administrative Services Department provides services that support the efficient operations of the Water Authority. Responsibilities include risk management and safety, procurement and administration of the Water Authority’s business insurance (including claims management), development of policies and procedures, purchasing and regulatory compliance, procurement support for solicitation and contracts, cybersecurity for the business network, maintenance of critical computer software applications, maintenance and development of websites and online dashboards, acquisition and maintenance of computer hardware and cloud services, maintenance and development of Geographical Information Systems (GIS) datasets, audio and visual support for conference rooms and the Board room, administration of the records management program, management of the front desk reception, and facility management for the Kearny Mesa building and grounds.
The Information Systems Division is comprised of the following groups: business applications, web development and geographical information systems (GIS), and systems support. The business applications group provides support and development for enterprise applications and databases, including Oracle Peoplesoft, Primavera API, IBM Maximo Maintenance Management, and other enterprise software and integrations.
The web development and GIS group develops and supports the Water Authority’s intranet, websites, and mobile applications. In addition, the web development and GIS group provides data management, cloud hosting, GIS mapping, audio/visual system maintenance, and IT skills training. The systems support group provides help desk, systems support, and hardware lifecycle management.
The Ideal Candidate
The Information Systems Analyst is a key member of a four-person team responsible for supporting the Water Authority’s business applications. The ideal candidate will demonstrate initiative, strong communication skills, the ability to follow directions, and a willingness to learn. They should also have expertise in developing, managing, and supporting projects within ERP systems.
In addition, the ideal candidate will possess the following:
- A customer service focus with excellent communication skills.
- Ability to coordinate and collaborate with system stakeholders.
- Ability to produce clear, accurate and thorough documentation.
- Technical programming background in/with ERP systems and modules (PeopleSoft, Oracle or similar systems highly desired).
- Knowledge of human resources, payroll, employee benefits, tax, regulatory compliance and financial systems (asset management, procure-to-pay, general ledger, billing, and accounts receivables).
- Technical programming background working within the Systems Development Life Cycle (SDLC).
- Technical background working with relational databases.
- Comfortable with Microsoft Office products (Word, Excel, PowerPoint, SharePoint, Visio, etc.).
The Position
The Information Systems Analyst performs a variety of routine and moderately difficult professional-level information systems work to help identify end user system requirements and evaluate software packages; designs, codes, installs, tests, documents, maintains, and supports software applications for large, complex or specialty systems; trains and assists end users in implementing new applications; and performs related duties as assigned.
Distinguishing Characteristics
The Information Systems Analyst is a skilled, journey-level class in the professional Information Systems Analyst series. Incumbent performs difficult applications design, programming, testing, and implementation of computer application software packages and program modifications and enhancements to meet Water Authority requirements for effective and efficiently designed information systems. Supervision of work assigned depends on the complexity, size, and long-term application/modification of overall systems network and modification.
Representative Duties

- Works on and is responsible for applications development, conversion, installation and/or maintenance projects; meets with users; plans, organizes and defines project requirements, methods, risks, milestones and end objectives; meets with and coordinates project activities with team members, other Information Systems staff, user representatives and outside vendors.
- Interviews, analyzes and documents end user work processes and systems requirements; develops or refines system specifications; evaluates and tests vendor software packages for conformance with Water Authority user requirements and priorities.
- Translates system specifications into logical processes to prepare detailed system designs or enhancements; analyzes and evaluates program code to identify appropriate modification and enhancement requirements; using applicable programming languages, writes and edits program code for new applications or enhancements; with guidance, develops database designs and locations when required for the application; creates and maintains program standards for in-house and contract programming.
- Develops and executes system test plans to ensure application performance conforms to specifications; modifies programs to correct errors and optimize system performance and cost-effectiveness; develops software documentation and user training materials; and trains and works with users in implementing new applications or systems enhancements.
- Resolves business systems service complaints and problems with customers and/or vendors. Performs and implements systems maintenance and software upgrades and conversions, making program modifications as necessary to meet user requirements.
- Works directly with other Water Authority staff to coordinate technological integration between software and database systems ensuring compatibility with network architecture. Identifies impacts of integration options between software applications.
- Makes recommendations for optimizing data flow from one software application to another.
- Develops, maintains, optimizes, enhances, and administers the Water Authority’s business systems; supports business systems applications; coding and scripting routines for business systems applications; tests and evaluates business systems functionality; applies patches and fixes to the business systems applications; develops end user reports querying data from the business systems: and develops procedures to ensure optimum stability, integrity, access, and response of the business systems applications.
Qualification Guidelines
The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.
A Bachelor’s degree from an accredited college or university with major course work in computer science, information systems, geography, mathematics, or a closely related field supplemented by three years of increasingly responsible experience in information systems. Or an equivalent combination of training and experience.
