Purpose:

This position is responsible for overseeing and facilitating contract negotiation, purchasing and procurement processes within the department, to ensure consistency and efficiency within budgetary parameters.

Qualifications:

  • Must successfully complete the required pre-employment Background and Drug Screenings.
  • Must possess a valid Driver's License which meets company standards for approved driver status.
  • Must possess a Bachelor’s Degree in Business, Law, Public Administration, or the equivalent, Master’s preferred.
  • Must possess at least five years of experience in public sector procurement management process, contract negotiation and execution.
  • Demonstrated leadership skills with the ability to direct professionals according to company standards.
  • Must display strong communication skills to interact effectively with internal stakeholders and outside vendors.
  • Demonstrated proficiency in Microsoft Excel, Word, PowerPoint and Outlook.
  • Must possess strong computer skills.

Essential Functions:

  • Oversee the team managing the routing of documents, including contracts, agreements, leases, etc., to ensure company standards are met.
  • Collaborates with vendors to determine the best transactions for the organization.
  • Review and negotiate contract terms of agreement and pricing.
  • Oversee review and tracking of requests for contracts and services, ensuring team adheres to established guidelines.
  • Manage creation and implementation of standards for servicing of equipment, and ensures they are consistent throughout the organization.
  • Make recommendations to improve the purchase and procurement workflow process.
  • Oversee implementation of a preferred vendor list.
  • Tracks and reports key functional metrics to reduce expense and improve effectiveness and performs cost and scenario analysis and benchmarking.
  • Actively participates on select committees at the direction of management and provides meaningful input.
  • Explore and recommend identified efficiency opportunities and support the organization with implementation.
  • Ensure an accurate and comprehensive system for requisition and replenishment transactions.
  • Develop and implement policies and procedures related to purchasing and inventory control with the goal of maximizing efficiency and optimizing workflow.
  • Collaborates with business analysts to maximize efficiency in departmental processes.
  • Performs all other duties as assigned.
