Description

On December 12, 2022, on her first day as Mayor of the City of Los Angeles, Mayor Bass issued a Declaration of Local Emergency regarding the crisis of homelessness. Mayor Bass declared that it is imperative that we immediately begin to move people living in encampments indoors and offer interim housing and wrap-around care to each participant as they transition into permanent housing, improve their well-being, and promote their stability.

In support of the Local Emergency declaration, the Job Connector Program was launched to support the integration of the City’s Workforce Development System (WDS) with Housing initiatives such as Inside Safe or other interim housing initiatives. The Job Connectors will be assigned to a City region to support interim housing participants at various locations. In an effort to support participants with long-term stability and self-sufficiency, Job Connectors will support participants' integration into employment and educational programs available at City WSCs.

Under the supervision of the Associate Director of Adult Workforce Development, the Inside Safe Manager will supervise and direct a team of job connectors The Program Manager will be responsible for the coordination of workforce development support services and resources to recently housed individuals through CRCD’s Vernon-Central/LATTC WorkSource Center and other partnering WSCs. The Program Manager will work with the Job Connectors to ensure clients receive comprehensive employment services. This includes intake, job referrals, and financial coaching through CRCD’s Financial Services Center (FSC) in accordance with program policies and procedures. Additionally, ensure clients receive the supportive services needed to apply and retain employment and will report back on the status of the client for up to one year. In coordination with CRCD’s Associate Director of Adult Workforce Development, the Program Manager will additionally report, receive daily and/or weekly operational instructions from the Mayor’s Office Employment Navigation Program Manager.

ESSENTIAL DUTIES & RESPONSIBILITIES

Supervision and Coordination:

  • Serve as the main point of contact with the Mayor’s Office Employment Navigation Program Manager ensuring accurate reporting and co-facilitate weekly meetings with Job Connectors.
  • Responsible for onboarding of new Job Connectors including program overview, scheduling appropriate training in partnership with the Mayor’s Office related to program delivery, data entry, and reporting requirements.
  • Conduct regular check-ins with Job Connectors to provide support including staff technical assistance and coaching.
  • Ensure all referrals to CRCD’s WorkSource Center are connected and documented throughout the 12 months of Job Connector enrollment including post placement retention services.
  • Understand and follow the Integrated Service Delivery model and collaborate with WDD staff to ensure coordinated services and the smooth transition of participants from skills development and training to employment services through follow-up.
  • Work with the Mayor’s Office Employment Navigation Program Manager to evaluate staff performance including identification of best practices and areas for improvement.
  • Attend and participate in mandatory CRCD organization-wide staff meetings including event preparation and day of event implementation.
  • Supervise the recording of employee work hours, including start and end times, breaks, and overtime, and provide assistance to employees with timekeeping issues, system usage, and policy understanding.
  • Maintain comprehensive records of compliance activities, incidents, and corrective actions; plan and conduct internal audits to assess compliance with policies and regulations; and provide ongoing guidance and support to employees and management on compliance matters.
  • Ensure clear and effective communication of compliance policies and expectations throughout the organization.
  • Uphold CRCD’s mission & professionally represent the agency at assigned events

Compliance and Data Management Reporting

  • Ensure data quality assurance in Salesforce, CalJobs, and other data management systems, including accurate and timely data entry, case notes, service activities, program enrollment, and retention.
  • Manage and complete regular reporting requirements, including performance data, participant demographics, program services, referrals, placement data, and success stories.

Site Coverage and Service Delivery:

  • Provide coverage to various sites as directed by the Employment Navigation Program Manager throughout the city to ensure consistent and effective service delivery.
  • Adapt to different site environments and coordinate with on-site staff to maintain service quality during site coverage assignments.
  • Uphold CRCD’s mission & professionally represent the agency at assigned events

Requirements

PREFERRED REQUIREMENTS AND QUALIFICATIONS

  • Bachelor’s degree in related field; or minimum four years of related experience without formal education
  • Prior experience in providing job development, staffing or business services in either for profit or non-profit organizations.
  • A minimum of 2-years supervision and management experience (preferably in non-profit workforce development and human services).
  • Strong written and verbal communication and data analysis skills to complete complex reports and prepare presentations for leadership.
  • Knowledge of needs of vulnerable populations, i.e., veterans, ex-offenders, individuals with disabilities, homeless individuals, English language learners.
  • Demonstrated knowledge of community resources and services available to participants
  • Bilingual in Spanish

REQUIREMENTS AND SKILLS

  • Ability to lead a team in tracking services, monitoring performance and meeting program deadlines.
  • Culturally sensitive individual who has the ability and drive to offer support that helps to achieve positive outcomes for vulnerable populations.
  • Proficient in data entry, Microsoft Outlook, Excel, PowerPoint; Salesforce a plus
  • Experience in using Google Workspace (specifically Google Drive, Docs, Sheets, Forms, and Calendar)
  • Working knowledge in data tracking systems and tools.
  • Strong written and oral communication skills
  • Aptitude in decision-making and problem-solving
  • Ability to work on multiple projects simultaneously to meet deadlines.
  • Strong organizational skills to manage large caseload, data, and reporting duties.
  • Reliable transportation: valid driver's license, and car insurance as required by law.

SALARY

$66,560-$72,000 annually
