Title: Business Analyst (J2EE Focused)

Location: Boston, Massachusetts

Job Description:

• The Business Analyst will support all phases of a J2EE based Enterprise Application which includes: requirements, design, development, testing, implementation, etc. DTA's enterprise eligibility determination and case management solution is called Benefit Eligibility and Control On-line Network (BEACON) and is built on a complex architectural framework.
• The Business Analyst will closely report directly to the Business Analysis Team Lead, while also working with the broader EHS/IT teams supporting DTA.

Responsibilities:

• Create requirements documentation for all system enhancements.
• Develop Detailed Design Documents and technical specifications based on user requirements and use cases.
• Act as consultant to users on such matters as computer-augmented or business-oriented instructions, validity of programs, and assessing user needs.
• Conduct structured walkthroughs with technical staff and end users at key stages of the development process.
• Work with data processing personnel (Business Analysts, Systems Analysts, Developers, Data Base Administrators, Architects, Technical Infrastructure and Operations) of EOHHS or other agencies or departments to ensure EOHHS System Design standard.
• Responsible for rescheduling of interrupted or delayed production runs.
• Act as liaison between users, operations management, computer center and agency personnel to establish or adjust production priorities.
• Analyze requests for new or enhanced systems by reviewing documentation and consulting with end users and technical personnel to assess user needs; determining the feasibility of automating solutions to user problems.
• Review changes in State and Federal regulations to determine the impact on existing systems and recommends system modifications to accommodate these changes.
• Review database structure to ensure the design supports the application.
• Design systems to meet end user needs with existing hardware capabilities by gathering data through observation, consultation and review of written material.
• Support Developers in the understanding of the Application and the database.
• Prepare systems or program documentation: flow charts, file layouts, input/output documentation and program narratives.
• Clarify user business needs and translating them into application and operational requirements.
• Participate in the activities needed for the operation and maintenance of systems by interfacing with technical personnel and end users and recommending requisite changes.
• Prioritize system change requests through meetings with end users and monitors programming development to ensure that implementation time frames are met.
• Conduct Sprint meetings to prepare project plans including estimating the time, equipment and resource requirements for current or proposed systems enhancements/projects.
• Identify production problems through consultation with end users who report issues to the Customer Service Center and research, resolve and track these problems.

Preferred Knowledge, Skills & Abilities:

• Experience with Agile Methodology.
• Broad knowledge of analysis and design standards.
• Diagnostic and problem-solving skills.
• Experience with analysis tools such as TOAD for ORACLE software.
• Experience with ORACLE Databases.
• Familiarity with tracking software - Jira and Confluence.
• Excellent interpersonal skills necessary to interact effectively with project managers, developers, business analysts, systems analysts, SQA analysts, business users/stakeholders, and data processing personnel of other agencies and companies.
• Ability to work independently, as well as within project teams, providing relevant system analysis services.
• Highly analytical skills with the ability to independently analyze, document findings and recommend solutions.
