As an Information Systems Specialist 4 - Wildlife GIS Analyst in Salem, Oregon, you will provide technical assistance and GIS support to ODFW staff, with a strong focus on the needs of the Wildlife Division, through the processing, creation, maintenance, development, and updating of maps and spatial datasets, use of GIS as an analytical tool, and other analysis techniques and engineering procedures, and to promote effective development, exchange and dissemination of spatial information on fish, wildlife, and their habitats.
This position is specifically responsible for addressing the GIS needs related to Wildlife Management Areas, Travel Management Areas, Big Game Herd Composition, the Oregon Hunting Access Web Map Application, controlled/regulated hunts, enhancement work conducted in critical fish and wildlife habitats; private lands access maps for Access & Habitat, and Upland Cooperative Access Program sites; wildlife habitat improvement projects for big game, waterfowl and upland birds; historic and new releases of wildlife species to restore populations to historic range.
The position will create and provide custom maps, web maps with forms for field data collection, tables, data sets, and analyses for agency programs. This work is conducted is in a mixed hardware, software and database management environment, when requested by management and staff, adhering to agency standards for quality, routinely addressing issues and questions that are vital to accomplishing ODFW's mission.
The position will also provide technical support to agency staff over the phone and in person, in the form of 'help desk' style training in the use of GIS and related information management software and interfaces (including field collection tools) for a variety of skill/knowledge levels. The position also prepares and develops formal trainings.

WORKING CONDITIONS
  • Requires extended, daily use of a computer to type, analyze, and summarize data in an office environment.
  • Occasional overnight travel.
  • Occasional long hours and situations involving tight deadlines, meetings, interagency negotiations, and problem resolution.
  • Requires the person to remain current on GIS software applications
  • Routinely work with others in development and delivery of spatial and tabular data, maps and applications for use in resource management, regulation, and collaborative decision-making activities.
  • Working in a team environment requires participative decision making and cooperative interactions among employees.
  • This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day, and does not exceed forty (40) hours in a workweek. Work exceeding 40 hours per week requires prior approval by the supervisor.
WHAT WE ARE LOOKING FOR
Minimum Qualifications
Three (3) years of information systems experience in geographic information systems (GIS),
- OR -
Associate's degree in Computer Science, Information Technology, GIS, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field; AND one (1) year of information systems experience in geographic information systems (GIS).
Desired Attributes
  • Advanced skills or knowledge in GIS and Esri spatial database technologies including ArcGIS Pro, ArcGIS Enterprise and ArcGIS Online, data management, analysis, cartography, geoprocessing automation, geography and math
  • Knowledge of mobile data collection including ArcGIS Field Maps and Survey123, mobile devices and GPS
  • Experience troubleshooting GIS technical issues and providing GIS technical support to staff
  • Experience coordinating with large numbers of staff
  • Experience synthesizing biological data
  • Experience writing project summary reports
  • Experience identifying and performing tasks with minimal supervision
  • Experience communicating effectively both orally and in writing
  • Familiarity with biological resources and terminology
  • Familiarity with state and local government organizations

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
