We are looking for an Information Security Analyst I (NIWC Pacific) in San Diego, CA.


Position Summary

Provide professional information security services to assist NIWC Pacific Security Support Services.


Responsibilities

  1. Function as a Key Management Infrastructure (KMI) Operating Account Manager (KOAM) Clerk and be responsible for maintaining Two-Person Integrity (TPI) requirements as outlined in Navy Regulations.
  2. Prepare and maintain accurate records of COMSEC material received, held, transferred, hand receipted, and destroyed IAW Electronic Key Management System (EKMS) 1 (series).
  3. Prepare and submit correspondence associated with receipts, transfers, inventories, destruction, incidents, compromises, and periodic inspections of activities using COMSEC material.
  4. Maintain message files and correspondence pertaining to the maintenance and administration of COMSEC accounts.
  5. Transfer/receipt of Communications Security (COMSEC) to/from the account, including wrapping material and inspecting packages for discrepancies/tampering.
  6. Assist in the vetting of CMS users and Equipment Only Restricted Access Personnel request forms utilizing Security Control System to ensure appropriate clearance level and completion of counterintelligence to ensure only authorized CMS users have unescorted access.
  7. Conduct destruction, dispose/recycle equipment components, and report compliance IAW EKMS 5 series.
  8. Ensure all cryptographic equipment has required software installed.
  9. Assist with Inspection of COMSEC containers/secure rooms IAW Department of the Navy (DoN) and Department of Defense (DoD) security doctrine, including:
    1. Performing risk/vulnerability assessments.
    2. Identifying discrepancies.
    3. Making recommendations to correct errors.
  10. Update MS Access database and enter effective periods for keying material (KEYMAT) and maintain information on Local Element (LE) holdings.
  11. Maintain MS Access secure voice tracking database for all secure voice units and enter information for users as required.
  12. Issue secure voice equipment and install KEYMAT prior to issue and ensure units are re-keyed quarterly.
  13. Dismantle COMSEC equipment as required by the KOAM.
  14. Provide customer support by assisting COMSEC users at the Customer Service counter, answering the phones, and making appointments for customers.

Knowledge, Skills, and Abilities

  1. Knowledge of Department of the Navy (DoN) and Department of Defense (DoD) security regulations and policies related to Communications Security (COMSEC) principles, policy, and procedures concerning control, accountability, and use of cryptographic equipment, software, and keying material.
  2. Knowledge of Key Management Infrastructure (KMI) Policies and national/user level requirements for traditional COMSEC accounting as well as the operation of electronic key management system (EKMS)/KMI accounts.
  3. Knowledge of Secretary of the Navy Instruction (SECNAV) 5510.30 and 5510.36 directives.
  4. Knowledge of DoN packing and shipping procedures for classified and controlled cryptographic items.
  5. Skills in the operation of the KMI Management Client (MGC).
  6. Skills in performing software upgrades to modern fill devices, Type 1 high-speed IP network High Assurance Internet Protocol Encryptor Devices (HAIPE), secure voice units, and other modern encryption devices.
  7. Skills in performing destruction of COMSEC Material IAW DoN Regulations.
  8. Knowledge of security management procedures including the issue, turn-in, disposition, and accounting for COMSEC material classified up to Top Secret level.
  9. Proficient in Microsoft Office applications, such as Word, Excel, PowerPoint, and Access.

Requirements

  1. Minimum Secret clearance and ability to obtain and maintain a Top Secret (SCI) clearance.
  2. 0-2 years of relevant experience.
  3. A valid driver's license.
  4. Ability to lift items up to 40lbs when offloading shipments or moving material.
  5. Ability to walk moderate distances, stoop, bend, climb, kneel, push, and pull in the performance of semiannual inventories.
  6. Infrequent travel may be required.

Preferred

  1. Active TS clearance or higher.
  2. Prior military experience/background (preferably Navy or Marines).
