Summary This STAFF ACCOUNTANT is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO) and is part of the CA USPFO Army. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the STAFF ACCOUNTANT, GS-0510-12, is be responsible for strategic oversight of finance and accounting operations within the Army National Guard and works with other federal agencies. The primary conduit for communication with the Department of Army, Office of Secretary of Defense, Defense Finance and Accounting Service, Treasury, Commercial Auditing firms, Office of Management and Budget, Government Accountability Office, Pentagon's HQDA-ASA-FM, Department of Army Division Inspector General's office, and NGB Financial Improvement Audit Readiness (FIAR) Team on matters pertaining to Audits, inspections (IG & ORP) and the Financial Management (FM) Certification program. Responsible for establishing and designing methods and tools to effectively monitor and assist the operation of National Guard Bureau finance and accounting operations at the state level to include General Fund Enterprise Business System (GFEBS). Performs technical and proficient analysis regarding accounting programs, financial systems, and section business processes. Ensures financial statements and reports are prepared in accordance with Generally Accepted Accounting Principles (GAAP) to include applicable regulations to fairly depict the financial conditions and results of operations. Analyzes each functional area. Identify findings and provides the corrective action plans with a formal written report to the Financial Manager (FM), Deputy USPFO, and USPFO. Assures corrective action follow-up recommendations are implemented. Evaluates the Comptroller division Management Internal Control Program (MICP). Ensures management controls are effectively implemented. Prepares the Internal Control Evaluation Certification (DA11-2) statements for the division. Assess the indicators to identify operational area performance weaknesses to protect against fraud, waste, and abuse. Acts as an advisor while providing technical advice and assistance to the Financial Manager and the USPFO on matters involving statutory provisions, regulatory requirements, procedures, systems, or problems arising from changes in the mission, programs, and / or organizational structure. Executes policy made at higher levels and provides policy, administrative and technical guidance. Travels to field installations to observe, analyze operating problems, and render technical assistance to support the state as a quality assurance internal control. Provides expert interpretation on DoD and Army regulatory and administrative guidelines in accordance with generally accepted accounting principles relating to wide spectrum business operations. Interprets, analyzes, and develops accounting and financial management policies, standards, and procedures that implement accounting requirements established. Demonstrate/show experience in developing a Quality Assurance Program and corresponding Quality Assurance Plan that reviews/analyzes National Guard Bureau financial and accounting operations to ensure processes/procedures meet regulatory and fiscal guidelines. Identifies shortfalls/areas of improvement, recommends corrective actions, and manages and evaluates the implementation of corrective actions in support of ARNG organizations, DoD, and Department of the Army. Demonstrate experience working with internal/external staff sections to develop standard operating procedures that address training, process requirements, and sound internal controls. Demonstrate a history of managing an internal controls program working with section supervisors to properly assess controls through detailed analysis of transaction procedures and standardize metrics. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications STAFF ACCOUNTANT, GS-0510-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Responsible for establishing accounting policies, advising on the accuracy of disclosure documents and the financial condition of the organization; Assess the indicators to identify operational area performance weaknesses to protect against fraud, waste, and abuse; Executes policy made at higher levels and provides policy, administrative and technical guidance; Reviews and analyzes a wide variety of reports including reports produced by external and local automated systems. AND I have 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR I have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
