RESPONSIBILITIES
Essential Functions
- Information Systems Operations Budget, Plans, and Policies:
- Oversee the completion of all tasks related to IT budgets, planning, and policy formulation, ensuring strict adherence to deadlines.
- Maintain readiness and adaptability to respond to changes, ensuring no essential schedules are delayed.
- Information Systems Operation:
- Ensure the integrity, security, and efficiency of USSRC’s computer network, including servers, server operating systems, and critical applications such as Point of Sale (POS) systems, Accounting systems, and Payroll/HR systems.
- Diagnose, test, and repair computer hardware and software issues promptly, ensuring minimal disruption to system users.
- Install, configure, and test network components (LAN/WAN), maintaining documentation for troubleshooting and system changes.
- Maintain the telephone system’s efficiency and ensure consistent operations across all communication channels.
- Implement access controls and procedures to safeguard the organization’s information network.
- Research and establish relationships with service providers for hardware installation, maintenance, and repair, meeting the expectations of the Director of IT.
- Stay abreast of emerging technologies, implementing solutions to enhance IS efficiency and effectiveness in alignment with the USSRC’s needs.
- Information Systems Organization and Staffing:
- Assist the Director of IT in preparing and monitoring annual budgets for assigned IT responsibilities.
- Oversee the hiring, orientation, evaluation, and discipline of IS staff, in collaboration with the Vice President for Human Resources.
- Ensure staff receive relevant training and remain compliant with all USSRC policies, departmental guidelines, and procedures.
- Manage staff schedules to optimize productivity and meet contractual obligations.
- Conduct annual employee performance appraisals and ensure timely payroll documentation.
- Foster clear and regular communication within the IS department, ensuring that all staff are informed of operational updates and corporate information.
- Assist in the development of departmental policies and procedures to maintain operational excellence.
Supervisory Responsibilities :
Level of Supervision: Direct supervision of network administrators, help desk technicians, and other IT personnel.
QUALIFICATIONS
- Bachelor’s degree in Information Technology, Computer Science, or related field required.
- Master’s degree in Information Technology, Computer Science, or related field preferred.
- Proven experience in IT management, network administration, and systems operations.
- Strong understanding of LAN/WAN, server management, and information security protocols.
- Experience in budget management, staff supervision, and strategic planning.
- Excellent problem-solving, communication, and leadership skills.

Physical Requirements
- Sedentary Work:
- Extended periods of sitting at a desk using computers and other office equipment for tasks such as network monitoring, report writing, and communications.
- Frequent use of hands and fingers to operate computers, keyboards, and tools.
- Light Physical Activity:
- Occasional lifting of computer hardware, servers, or equipment, typically up to 25 pounds.
- Bending, reaching, and kneeling to install, maintain, or repair computer systems and network components.
- Walking between departments to inspect IT infrastructure, assist with hardware, or supervise staff.
- Visual and Auditory Requirements:
- Visual acuity to read technical manuals, schematics, and computer screens.
- Hearing ability to communicate with staff and respond to troubleshooting issues, including those over the phone.
- Potential for On-Call Work:
- Availability for after-hours troubleshooting or emergency response, which may require flexibility in physical and mental demands during system outages or critical issues.

WORK ENVIRONMENT
Environmental Factors
- Office Environment:
- Standard office setting with a desk, computer, and phone for administrative duties such as budgeting, planning, and supervising staff.
- Quiet to moderate noise level, typical of an office environment, with occasional meetings, phone calls, and collaboration with team members.
- Data Center/Server Room:
- Occasional visits to server rooms or data centers where environmental controls (temperature and humidity) are tightly regulated to ensure optimal equipment performance.
- Noise from servers or other hardware may be present, requiring the ability to work in such environments for short periods.
- On-Site Technical Work:
- Movement between departments to inspect network setups, troubleshoot hardware or software issues, or supervise installation and maintenance of IT systems.
- Interaction with different teams or users for problem resolution and technical support.
- On-Call or Emergency Work:
- After-hours work may be required, especially during system outages, security breaches, or other urgent IT issues. This could involve responding to emergencies in person or remotely, depending on the issue.
