Position Summary
RSI EnTech, LLC (RSI) is currently recruiting a Project Estimator for our client in Oak Ridge, TN. The Project Estimator is responsible for activities related to estimating all elements of project cost including labor (manual and non-manual), materials, equipment, supplies, consumables and expenses, construction equipment rental and operating costs, subcontracts, contingency, etc. In this position the individual would support cost estimating efforts as directed during project and/or proposal activities, assist in historical data analysis and maintenance of historical databases, and execute tasks within well-defined parameters.
Individuals should have their primary job experience as a project estimator with work ideally in the facility deactivation and demolition field.
RESPONSIBILITIES: Individual will be responsible for cross-discipline estimating. Estimating disciplines would include, but not be limited to: Electrical, Architectural/Civil/Structural, Mechanical, and Environmental. It is understandable that strengths typically lie in limited areas, but individuals should be able to work with project team members to prepare and assemble program estimates across multiple disciplines.
- Prepares or assists in the preparation of Order of Magnitude, conceptual, preliminary, definitive, change order, check estimates, and estimates for contract action using appropriate methods and techniques.
- Performs quality, detailed material quantity take-off from drawings, sketches, and technical specifications.
- Utilizes the appropriate company and industry historical data for cost estimates.
- Prepares or assists in the preparation of project and discipline estimate summaries.
- Prepares or assists in the preparation of the Basis of Estimate documenting scope, method of accomplishment, estimating type and approach and key assumptions and exclusions.
- Prepares or assists in the preparation of the Estimate Exhibit Package supporting unit prices utilized in developing the estimate.
- Participates in estimate reviews as assigned.
- Should have a working knowledge/understanding of logic-based schedule development, able to contribute to the schedule development when needed. Should also be able to review and analyze the schedule and discuss with the team implications to the estimate.
- Establishes and maintains cost databases and product line specific parametric analysis tools when assigned.
- Collect, reconcile, and verify data for project option summary comparisons.
- Applies unit rates (cost and job hour) to quantities and performs portions of the total cost estimate within a discipline using standard estimating templates.
- Skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical operations.
- Knowledgeable in the use of computers for executing work processes.
- Knowledgeable of capital cost and services estimating.
- Knowledge/understanding of the engineering and construction management professions.
- Basic working knowledge of project controls and the contribution and impact that the estimate has on it.
- Ability to analyze subcontractor bids.
- Expected to be able to handle a wide range of estimating assignments from simple to complex.
- Ability to develop wage rate build-ups.
- Reads and interprets technical drawings and specifications.
- Experience in developing subcontract construction estimates.
JOB KNOWLEDGE:
- Demonstrated understanding of Estimating core processes.
- Advanced understanding of estimate classifications and types.
- Familiar with available industry standard pricing sources.
- Demonstrates basic applied analytical and quantitative skills.
- Knowledge of standard software applications such as Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Access). Proficient use in Excel and Word.
- Ability to communicate effectively, through oral and written means, with others in a project team environment.
- Experienced in the advanced use of one or more of the well-known estimating software tools.
- Understands and complies with governments (Department of Energy) estimating system requirements (Preferred).
- Experience with a FAR based contract model and the requirements in relation to estimate development (Preferred).
- Working experience with SAGE estimating software (Preferred).
Education: Bachelor's degree in engineering or construction management or demonstrated equivalent combination of education, training and related experience.
Experience: 10+ years of estimating experience in the Engineering or Construction Industry. Primary experience should be that of a project estimator with preferred experience being in the facility deactivation and demolition field. Organization and logical, process-oriented thinking is key to success in this position. Must be self-motivated and demonstrate the ability to follow through on assignments, a leader of self and others is desired.
