Position Summary:

His/her responsibilities include implementation of personnel policies; recruitment, hiring, and new employee orientation; performance evaluations; wage and benefit administration; collective bargaining unit compliance, data collection, and interpretation.
Qualifications
Education:
Bachelor's Degree in Human Resources, Business, Management or related field
Master's Degree preferred
Certification: PASBO PCSBO Certification Preferred
Experience: At least five (5) years supervisory experience in personnel administration required. Experience in contract negotiations and public school administration preferred.

- Oversee all Human Resources Department functions.
- Supervise and evaluate Human Resources Department staff.
- Supervise equitable servicing of fringe benefits as required by regulations, policy, labor contracts, or administrative agreements. This includes but is not limited to: Worker's Compensation, Unemployment Compensation, Retirement, and Health and Disability Insurance.
- Supervise and coordinate the Workman's Compensation Safety Committee.
- Incorporate accident investigation programs and trainings to prevent workers' compensation accidents and incidents to capture savings in premiums.
- Work in conjunction with the Business Manager to negotiate premium costs with insurance carriers and interface with carriers to resolve employee problems.
- Work with the business office to assist with payroll calculations and to implement all employee benefit plans, wellness programs, and employee assistance programs.
- Administer the district unemployment compensation program.
- Responsible for employee relations.
- Responsible for coordinating all labor relations activities, such as negotiations, interpreting contracts for administrators, grievance/arbitration process, and resolving conflicts involving contract language interpretations.
- Plan and conduct recruitment activities for all classifications of staff.
- Periodically review existing job descriptions and update when necessary. Create job descriptions for any new positions.
- Assist in the development and implementation of performance management processes that reflect specific job responsibilities, including goals and objectives for employees.
- Manage athletic and other supplemental employment contracts.
- Manage the substitute staff recruitment, hiring, and placement processes.
- Assist in the transfer of personnel and notify staff of placements.
- Manage personnel information, including sick leave accumulation, seniority lists, and certification, and maintain accurate personnel records.
- Monitor certification status and state mandated clearances of professional and administrative staff.
- Submission of Act 45 & Act 48 hours and status of staff in meeting requirements.
- Review, update, and communicate Board policies and administrative regulations as needed.
- Develop employee handbooks compliant with the policies and administrative regulations of the district.
- Serve as the District's Title IX Coordinator/Compliance Officer and representative at unemployment and arbitration hearings.
- Provide monitoring and consultant services to district administration during employee disciplinary procedures. Prepare information for termination of staff while protecting the employee rights during the termination process. Conduct investigations, conduct personnel hearings, serve as representative of the district in such hearings as dismissal review, nonrenewal of employment, and grievances.
- Manage personnel agenda and recommendations of personnel actions for board approval.
- Attend school board meetings, including committee meetings, as directed by the Superintendent.
- Administer the Human Resources Department budget.
- Assume other duties as assigned by the Superintendent.
