Ideal candidate will have a master's degree, at least 10 years' experience in relevant commercial construction management and/or interior/architectural design, with a focus in healthcare, academic, and/or research facilities; preferred certification; Association for the Advancement for Cost Engineering (AACE) Certified Cost Professional (CCP), Certified Estimating Professional (CEP), or similar certification.
SUMMARY
The primary purpose of the Senior Facilities Project Manager/Estimator position is to represent Facilities Planning, Design and Construction while providing estimating expertise in development of budgets for projects. Possess an extensive knowledge of construction processes, product application and building/infrastructure component assembly. Assures estimates are in compliance with, and adheres to, current institutional and industry standards.
The Senior Facilities Project Manager/Estimator is responsible for developing and managing estimate plans, contributing to and overseeing the detailed development of the estimates, coordinating with other departments and/or offices as required and conducting estimate reviews with senior management. They will collaborate with the EBSM Program Director, engineers, and Operations and Maintenance (O&M) personnel in the development of project estimates for project ideas and assist with constructability reviews. They will also collaborate with the project management teams and provide the basis for the estimates and help refine the estimates in the event that scope changes.
JOB SPECIFIC COMPETENCIES Project Estimates
Preparing and/or evaluating project estimates. Requires experience with hard-bid, CM at risk (CMR), Job Order Contracting (JOC), and design-build projects and advanced knowledge of/experience with estimating software. Ability to read and interpret specifications and drawings to conceptualize project, including sequencing and phases, from start to completion, resulting in accurate, professional, and competitive estimates.
Ability to do direct-performed and conceptualized cost estimates, budgets, scheduling, etc. Must be self-motivated with excellent attention to detail.
Benchmarking Maintain internal database of historical costs on MD Anderson construction projects. Build a benchmarking database to including data from THECB, UT System and industry. Review project estimates against benchmarks. Track and report on key project performance metrics, such as comparisons of original scope and estimates vs. final scope and actual costs. Provide regular reports to management, highlighting any issues or areas that require attention.
Collaboration
Strong collaborate is expected with the EBSM Program Director, engineers, and Operations and Maintenance (O&M) personnel in the development of project estimates for project ideas and assist with constructability reviews. Estimates are to be accurate, completed on time, in a professional manner, keeping in mind risk factors/safety and appropriate construction methods. With the owner's ultimate outcome in mind, investigate and suggest value engineering and cost-savings options. Support project managers, supervisors, and other department personnel, as needed, to develop the initial project budget, and sequence of work, ensuring the successful transfer of budget information. Inform facilities leaders on the particulars of each estimate in order to defend estimates to Leadership.

Required: Bachelor's degree in Construction Management, Construction Science or other construction related Architectural Engineering field or related discipline. Five years of project management/construction experience. May substitute required education degree with additional years of equivalent experience on a one to one basis.
Preferred: Master's degree in construction management, business administration or related field. 10 years' experience in relevant commercial construction management and/or interior/architectural design, with a focus in healthcare, academic, and/or research facilities. Association for the Advancement for Cost Engineering (AACE) Certified Cost Professional (CCP), Certified Estimating Professional (CEP), or similar certification.
