JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Cloud Technology Advancement Department within the Cyber, Modeling and Simulation (CMS) Division of the Applied Research Laboratory (ARL) at Penn State University is seeking energetic, experienced, highly motivated, and technically sound Solution Architects to join our teams located in State College PA.
We are seeking broad thinkers with the experience to drive highly technical and strategic discussions that support Cloud Technology Advancement and Technology Adoption research for the DoD, 4th estate, and IC communities.
You will:
- In this role, you will be responsible for technical leadership, system design, and implementation of complex cloud-based system architectures for national critical systems
- You will be a key decision maker in defining "how" a system will be implemented to meet its requirements using cloud technologies
- This responsibility is expected to evolve over the course of a program and includes fostering customer intimacy to ensure full understanding of the customer's needs and then working with the chief engineer to realize that vision
- You will be joining our team of distributed engineers to help shape the development and delivery of custom applications and advanced R&D solutions for our customers
- You will in conjunction with a geographically diverse team to deliver solutions in an agile-like manner
These jobs can be filled at multiple levels, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher in an Engineering or Science discipline or higher plus five years of related experience. Additional experience and/or education and competencies are required for higher level jobs.

Required skills/experience areas include:
- Direct experience in solutions / enterprise architecture for the DoD, 4th estate, and IC partners. (e.g. SAFe Agile Architectures, DoDAF, Disciplined Agile Design)
- Broad knowledge of cloud technologies and solutions, CI/CD, DevSecOps, and the ability to leverage that knowledge in technical implementation projects
- A strong understanding of security concepts, best practices and how to apply them, such as Secure Shell, public key encryption, access credentials, certificates, TLS, and data encryption to include Department of Defense and Intelligence Community security policies/processes
- Skilled in Cloud Native Platform management e.g. Docker, Kubernetes, and micro services architecture
- Experienced in Legacy Platform management e.g. WSUS, YUM, SCCM
- Broad knowledge of cloud technologies and solutions, CI/CD, DevSecOps, and the ability to leverage that knowledge high & low-level strategy discussions
- Ability to dynamically prioritize tasks and represent successful completion of work in Agile Management systems (e.g. Jira, Confluence, GitLab, Azure)
- Highly motivated and internally motivated agile team member
- Excellent interpersonal skills under pressure
- Organized with attention to detail and accuracy
- Active DoD TS/SCI clearance
- Minimum DoD 8140 / 8570 IAT II Baseline Certification (e.g. Security+ce, GSEC, SSCP)
- DoD 8570 IAT II ‘Computing Environment’ training or certification (Windows 10, Red Hat 8.x, Dell OS10, PAN-OS, Rancher, GitLab, Puppet etc.)
Preferred Skills/Experience include:
- Experience with Rapid Prototype - Technology Readiness Level (TRL) advancement
- Enabling prototype and application operations via designing / implementing secure process automation
- Deploying Solutions in an Internet Disconnected environment or Dark Cloud
- Experience automating DevSecOps across multiple disconnected environments
- Managing solution success, source code, dependencies, and artifacts with GitLab Ultimate in internet restricted environments
- Developing CI/CD solutions and deploying across multi classification DevSecOps
- Establishing provisioning tools including Terraform, Puppet, Ansible, or related frameworks
- Advanced understating of CNCF Kubernetes solutions e.g. Rancher Federal & RKE2
- Direct experience designing and deploying highly available/fault tolerant solutions
- Direct Software Development experience in Python, Java, C
- Cloud networking deployment (e.g. Software defined networking, Ingress, Egress, Service Meshes
- Ability to take responsibility and accountability of program outcomes
- Solution & Systems architecture design, discovery, and validation
- For Higher Levels 3/4: Worked for or around General Officers, SES, or Presidential appointees
- US Military Veterans & US Military Reservists
- Active DoD TS/SCI clearance with Polygraph
- For higher levels 3/4: DoD 8140 / 8570 IAT III or IASAE II Baseline (CISSP / CASP) and Computing Cloud Related Environment certification (Azure, AWS, CNCF, Rancher, VMware)

Employee with be required to travel in support of distant end solutions installations or break fix actions if they cannot be accomplished remotely. Such travel may be with limited (less than 3 days) notice.
Travel Includes but is not limited to: Europe, Asia, San Diego CA, and other CONUS locations as required

The salary range for this position, including all possible grades is:
$109,300.00 - $191,000.00Salary Structure - additional information on Penn State's job and salary structure.
