The Loudoun County Sheriff's Office is seeking a professional, talented and motivated individual for the full-time Systems Manager position located in the Administrative and Technical Services Division at the Sheriff's Office Headquarters.

Under the general direction of the designated supervisor, manages assigned Information Technology (IT) operations and staff to support department systems, applications, and projects. This position manages applications used by law enforcement personnel, analyzes data sets, provides law enforcement data reports to staff, oversees implementation of new IT projects, manages security protection of IT systems, manages the Records Management System, and manages the Personnel Management System. This position acts in the supervisor's absence on matters concerning IT systems management.


Job Duties include but are not limited to:

  1. Manage law enforcement programs and applications.
  2. Contribute towards development of the division budget.
  3. Ensures effectiveness of software operational environment during times of critical operations, manages implementations, system modifications, and migrations.
  4. Perform needs analysis, requirements definition, and systems design; manages the design, testing, documentation, and functional specifications for complex systems; develops project plans for production of deliverables and report in mechanisms; and assures accountability for timelines and deliverables.
  5. Encourages the high performances and motivation of program staff; provides leadership to ensure achievement of Department goals; and identifies and recommends new service level requests.
  6. Contributes to development of strategic plans.
  7. Represents the department at internal meetings, meetings with other departments, vendors, and conferences.
  8. Interacts with department senior management and other department’s senior management.
  9. Provides support to internal law enforcement personnel; consults to identify needs and issues; provides alternatives and suggestions for addressing and consults with colleagues to develop best practices approaches to address departmental needs and requests.
  10. Contributes to policies impacting assigned programs.
  11. Provides planning assistance, consultation, and problem-solving to law enforcement personnel, sections, and divisions.
  12. Builds a project portfolio creating a strategic portfolio for Loudoun County projects requiring technology; works with managers to create a process for investment decisions; and prioritizes new work, determines metrics, and provides a project management methodology.
  13. Provides feedback and recommendations to the Division Commander about operations, equipment needs, and issues.
  14. Provides technical support for complex or difficult to resolve issues; consults with colleagues to develop solutions to complex technical issues.
  15. Administers and manages contracts with vendors to ensure performance and services comply with terms and provisions of contracts.
  16. Manages projects to design, program, test, debug, document, and meet the functional specifications for complex application programs and systems.
  17. Manages, directs, and provides oversight of overall customer support services provided by the team and contractors.
  18. Manages staff performance in accordance with County and Human Resources policies; provides regular feedback; completes appraisals of performance; ensures staff adheres to all applicable policies and procedures of the Department and of the County; ensures staff is trained and certifications are current; and advises supervisor of challenges with staffing, workload, or performance.

Hiring salary commensurate with experience.

Bachelor’s degree in Computer Science or related field; three (3) years of related work experience in operations management, network engineering, systems development, enterprise systems management, budgeting, automation, and administration including one (1) year of supervisory experience; or equivalent combination of education and experience.


Prefer certifications such as Information Technology Infrastructure Library Foundation certification (ITIL), Project Management Professional certification (PMP), or Certified Associate in Project Management (CAPM). Prefer experience in: Innotas/Planview software: Leankit tools; other project management software; SharePoint; Teams; and ServiceNow software.

Selection process includes review of the Applicant Screening Questionnaire and County employment application, in-person interview(s), and an intensive background investigation to include fingerprinting, credit check, driving record, and polygraph examination.


The Sheriff's Office provides service to the community 24-hours a day, 7 days a week. This position will work 37.50 hours per week and may be required to work occasional nights and weekends.
