Preconstruction LeadOffice or Project Location Framingham, MACompany Perini Management Services, Inc.Job Code 2279Perini Management Services Inc., is seeking an in-person Preconstruction Lead at our Home office in Framingham, MassachusettsAs a Preconstruction Lead at Perini Management Services, reporting tothe Chief Estimator, you willhave the opportunity to work on unique and exciting U.S Federal Government construction projects.Description:Review project Request for Proposal (RFP) documents for accuracy and completenessManage internal RFP document distributionPrepare Project Information documents incorporating all important solicitation informationManage scope of work assignments with project estimatorsManage question and answer process with project ownerCoordinate and/ or attend pre-bid site visits, as requiredManage and coordinate development and distribution of preliminary design information working with a subcontract Design Partner on Design-Build solicitationsManage and lead meetingsWork with corporate groups to obtain current insurance, bond and tax informationRequest and arrange for receipt and execution of bid bonds/ guaranteesEvaluate and analyze subcontractor/vendor proposals with Estimators to ensure accuracy in scope (quantities, schedule, inclusions, exclusions, etc.)Review and/or prepare vendor/ subcontractor lists, solicitation formats, bid analysesAssist in the development of potential subcontractor call lists/ logs, including documenting compliance with Small Business requirementsReview and/or obtain pricing of General Requirements and major project scopes, as requiredAssist the Scheduler in the development of the overall project scheduleEnsure compliance with RFP Requirements and Federal Acquisition Regulations (FAR)Prepare price proposal documents for Management review and approvalExecute turnover of awarded projects to Operations Team, including assisting in procurementDevelopment of Cost Code, Schedule of Values and Budget Breakdowns for awarded projectsSkills:Ability to work independently and with multiple team members to accomplish a common goalAbility to understand construction documents and recognize potential construction issuesGood interpersonal and communication skills both written and oralAbility to work on multiple projects at the same timeStrong organizational and analytical skillsWorking knowledge of Microsoft Office Suite (Excel, Word primarily)Working knowledge of On-Screen take-off software or similarWorking knowledge of estimating software - Experience with Sage Estimating (Timberline) a plusExperience:Minimum of 10 years of experience in the construction industry with an emphasis on estimatingDemonstrated longevity of service, at the same company for a of minimum of 3 yearsExperience as the lead on project estimates/ proposalsExperience in fixed price, design-build, and/ or self-perform estimating a plusExperience with government project estimating a plusExperience training/mentoring junior staff a plusAdditional Information:Easy access to Framingham MA office locationRelocation benefits may be considered for strong candidatesCompetitive Compensation and Health and Welfare BenefitsGrowth opportunities within large estimating departmentAbout Perini Management ServicesAt home or abroad, our focus is on client satisfactionPerini Management Services, Inc. is a full service construction firm that knows how to get the job done, even under the most complex circumstances.
