In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

As a Child Support Payment Center Accountant, you will be responsible for daily accounting operations for collections and disbursements on the statewide child support computer system (PRISM). You will monitor deposits and withdrawals from the Child Support Payment Center (CSPC) bank account; debit and credit entries made on the statewide accounting system (SWIFT); warrant status transactions reported to and by the State Treasury Department.

In this position, you will also be the liaison between the payment center and the State’s bank, audits payment adjustments and distribute work, generate reports, lead and participate in policy initiatives and projects, and manage the overall child support receipting financial operations. Responsibilities include:

  • Responsible for all fiscal and accounting tasks associated with the Child Support Payment Center

  • Provide financial information to management by researching and analyzing accounting data

  • Maintain and balance all child support accounts by verifying, allocating, and posting, reconciling transactions and resolving discrepancies.

  • Serve as the liaison for banking and financial partners and assist with financial contract writing and development.

  • Serve as the liaison with employers to assist in ACH/EFT enrollment and manage ACH/EFT issues.

Minimum Qualifications

Two (2) years of accounting or financial processing experience. Experience must demonstrate:

  • Strong computer skills including knowledge of large complex spreadsheets and databases (Microsoft Office Suite).

  • Excellent analytical, research, and problem solving skills.

  • Strong organizational skills and ability to prioritize multiple demands under tight time constraints.

  • Comprehensive interpersonal and communication skills.

  • Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.

  • Ability to analyze fiscal reports and banking records for adherence and conformance to federal laws, state statutes, and department policies.

  • Ability to audit and interpret financial and budget documents.

  • Ability to gather, analyze, and interpret complex data and use the findings to identify and recommend program improvements and opportunities for simplification of processes.

*A Bachelor’s Degree in Accounting, Economics or another related field may substitute for 1 year of experience.

Preferred Qualifications

  • Knowledge of child support policy, procedures, and laws (federal and state) regarding the child support program.

  • Knowledge of the SWIFT accounting system.

  • Experience with statewide accounting systems.

  • Experience working in the Minnesota child support program.

  • Knowledge of the PRISM system (computer system used by county and state workers to manage child support cases).

  • Knowledge of NACHA standards.

  • Working knowledge of banking industry standards

  • Variety of experiences working effectively with others from different backgrounds and cultures.
