DEFINITION:
Under general supervision, provides paraprofessional design and drafting support to the water division; Performs analysis of information systems data, e.g., Cityworks, GIS, and ERP data. Performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
The IWA Engineering Water Technician III is the advanced journey level paraprofessional class in the Engineering Water Technician series in which incumbents are expected to independently perform the full scope of assigned duties and demonstrate experience in design and drafting, and analysis of information systems data. This job classes differs from the level I and II job classes in the job series in that the former posses specialized, technical, or functional expertise and may lead, oversee and subordinate positions.
Duties
SUPERVISON RECEIVED/EXERCISED:
Receives general supervision from the higher level class and/or the General Services Manager. Incumbents may provide technical and functional supervision to lower level staff.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
  • Provides paraprofessional drafting support to the Indio Water Authority; performs a variety of work involved in the preparation of construction drawings and related maps, reflecting topography, drainage, utility lines, and related information; tabulates and plots field data; uses a variety of drafting tools and equipment.
  • Designs and updates water standard drawings, water atlas, street improvement profiling, water improvement and electro mechanical water works projects and PRV stations.
  • Prepares maps and other analytical products using GIS software in response to requests from IWA staff; produces and updates system atlas maps and field inventory.
  • Drafts plan, profiles, cross-sections, projections, details, and alignments for water pipelines and fire flows; illustrates complex data in precise drawings using manual and CAD, pressure data loggers and drafting techniques.
  • Participates in field surveys, including surveys of property and construction; operates a variety of survey equipment; measures distance and establishes relative elevations using the staking method; applies survey information and reduces field notes to create designs and drawings for various projects.
  • Assists in the decision making process and operational process for operating pumps, related flow, pressure control, water model and storage facilities by using a system control and data acquisition (SCADA) system; research and analyze the water system flow and pressure requirements, control flows to meet consumer demands including fire flow demands and minimum pressure requirements.
  • Performs field inspections of water systems on public projects to ensure compliance with permit conditions, project documents, and standards, and California Department of Public Health regulatory requirements.
  • Participates in the review of construction bids; conducts background and reference checks; coordinates bid openings; assists with pre-construction meetings; maintains appropriate records; prepares change orders and notices.
  • Provides customer service, information and assistance to City staff, the public, contractors and consultants regarding information on business and technical matters.
  • Conducts research on the ownership, legal descriptions or other data needed to complete information required in the preparation of construction.
  • Tracks the filing, scanning and retrieval of maps, documents, records and drawings.
  • Assists in the establishment of new accounts; accepts requests for new service; completes water service contract; updates master logs, including meter number, account number, and property owner information; sets up reading cycle and maps out routes.
  • Serves as a technical resource for other IWA paraprofessional and/or clerical staff in area of assignment; may have lead-level responsibilities for assigning and reviewing the work of and for training paraprofessional and clerical personnel.
  • Assists in automation, coordination and process workflow associated with the Geographic Information System, including data entry of asset information and field related functions.

  • Assists in reviewing water quality reporting results for accuracy and compiling data into reports.
  • Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Qualifications
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Education:
Must possess an associate's degree in engineering, architectural drafting, or a related field. Candidates are also expected to have completed college-level coursework in Business, Public Administration, Accounting, Geography, Computer Science, Information Technology, and Planning. Years of relevant experience may be considered as a substitute for formal education requirements.
Experience:
Four years of experience at a level equivalent to an Engineering Water Technician II with the City of Indio.
Four years of professional expertise in utilizing CAD systems, such as Civil 3D, water modeling, asset management, or related systems. A background in CMMS, such as Cityworks, and GIS data management within a public utility context is desirable.
Minimum 2-years experience working with information systems.
Direct experience with day-to-day operations of field staff performing all aspects of infrastructure maintenance, operations and response is required.
License/Certificate:
Must obtain D2 and T1 certifications within 18 months from the appointment date. However, the department reserves the right to modify this requirement to attract a viable candidate pool.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.
RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.
DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.
VACATION LEAVE: Based on length of employment with the City. 0<4 years = 3.08 hours, 4<7 years = 4.62 hours, 7<10 years = 5.54 hours, 10 years = 6.15 hours, 11 years = 6.46 hours, 12 years = 6.77 hours, 13 years = 7.08 hours, 14 years = 7.39 hours and 15 more years = 7.69 hours.
Maximum vacation accumulation shall be three (3) times that employee's annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.
HOLIDAYS: City observes thirteen (13) holidays each year.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.
LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.
MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.
EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
