Job Duties
The HIV and Hepatitis Prevention (HHP) Director independently manages the HHP unit, consistent with established policies and procedures and grant requirements; supports long range planning, delivery and evaluation of HIV/ viral hepatitis prevention including biomedical interventions, comprehensive harm reduction (CHR), testing, behavioral interventions, linkage to medical care and other services, public information, data reporting and analysis, social marketing, community engagement and hotline services through formal supervision and program management. Serves as the principal investigator for one or more federal grants including development and monitoring of objectives, evaluation plans and budgets. In collaboration with HIV Care Services (HCS), directs the process for developing and implementing an integrated HIV services plan in accordance with federal guidelines. Develops or arranges for staff, contractor, local health department and health care provider training. Maintains frequent contact with public and private sector employees, residents, officials, boards and organizations for the provision of community engagement, capacity building, technical assistance, program evaluation and planning. Oversees procurement actions for HIV/hepatitis prevention and manages associated finances, facilities, and equipment resources. Ensures collection and reporting of required Centers for Disease Control (CDC) program indicators and other monitoring and evaluation measures including the assignment of special projects to obtain data. Disseminates programmatic outcomes through publications and presentations at local, regional, and national meetings.
Located in the central office, supports the delivery of multiple program agency wide services that are primarily long range in focus through formal supervision of all levels of program staff. Frequent contact with private and public sector employees, citizens, officials, boards and organizations. Responsibilities also include resource management of finances, facilities and equipment.
Provides daily management to support program; recruitment/development, establishment of work standards and processes, assignment of primary responsibilities, consultation, final editorial review/approval of recommendations, evaluation of work and problem solving.
Interacts with diverse constituencies on matters relating to operations of administrative/operational programs, resolution of major issues and consulting on legislative issues. Manages a comprehensive and diverse system of statewide programs and services.
This is a restricted position, which is solely funded by the EPA annually period ending 3/31/2027. The availability of funding is scheduled for review annually before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications
• Extensive experience in HIV, hepatitis, or STD program management supplemented by management/supervisory experience
• Considerable knowledge of causes, transmission and prevention methodology for HIV, hepatitis and sexually transmitted diseases (STDs); quality assurance and quality management methods; HIV, STD federal and state laws, regulations and policies; and federal grants management guidelines; and disease investigation and surveillance techniques
• Experience maintaining effective working relationships with government officials, community-based organizations (CBOs) and affected communities
• Knowledge & experience in administrative & business practices, programmatic & operational controls, personnel management & budgetary controls
• Knowledge and experience in program evaluation, analysis & strategic planning
Additional Considerations
• Extensive knowledge in public health and health education preferred. Experience with health department-based Centers for Disease Control and Prevention grants
• Experience in state procurement and federal grants management guidelines
• Experience in applying federal and state legislation and state regulations to ensure program compliance
• Experience with costing principles for federal funding, especially Ryan White
• Advanced experience with Microsoft Word, Excel, PowerPoint, Outlook, and OneDrive
• Progressively responsible administrative and managerial experience in a governmental/quasi-governmental organization or agency
