The Public Health Department is accepting applications to fill one (1) full-time bilingual (English/Spanish) Health Education Associate position at the Santa Maria Health Care Center that will homebased in Santa Maria but will require travel throughout the County
We are also accepting applications to establish an employment list for future Full-Time, Part-Time, and Extra Help (temporary) and *1414 vacancies for Health Education Associates throughout Santa Barbara County.
* 1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

THE POSITION
Under direction, assists professional staff with planning, conducting, and coordinating public health education programs for the Public Health Department; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS: Incumbents will learn to conduct public health education classes and will assist with other program activities in a specialized area, such as dental disease prevention, obstetrics, tobacco prevention, car passenger safety, animal regulation, and AIDS services.
Health Education Associate is distinguished from Health Education Associate, Senior by the Senior's additional responsibility for assisting a health professional with program administrative functions.
THE IDEAL CANDIDATE will possess:
  • Experience educating clients and/or groups about complex health education issues.
  • Experience working with individuals that have diverse cultural backgrounds.
  • The ability to deliver health education in a culturally and linguistically sensitive manner.
  • Knowledge providing long-term case management and linkages to medical, social, and community resources.
  • Skills working independently and the ability to manage multiple priorities related to the coordination of care.
  • Excellent Microsoft Office Suite proficiency on a tablet to present to patients.
  • Strong communication skills, both verbal and written.
  • The ability to speak, read and write fluently in English and Spanish.

Examples of Duties
  • Plans and conducts health orientation and education classes and demonstrations.
  • Develops educational materials, including posters, exhibits, pamphlets, news releases, radio and TV scripts.
  • Administers tests and reviews results to determine effectiveness of educational programs and materials presented.
  • Consults with staff and contacts members of community organizations, public and private agencies, and professional groups to elicit cooperation and participation in the development and implementation of community health programs.
  • Assists with conducting community and staff surveys and researches significant data to determine health-related needs and appropriate direction to channel health education efforts.
  • Assists with developing health programs; assists in reviewing State, Federal, and local legislation potentially affecting the agency.
Employment Standards
Equivalent to two (2) years of college including coursework in health education, sociology, home economics, biology, psychology, or education; AND ,
  • One (1) year of experience in community health or a related service; OR
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Additional qualifications: The ability to converse, read, and write fluently in English and Spanish is required. Note: You must self-certify on your application that you are fluent in English and Spanish. Hiring departments may test you on your fluency. If you do not demonstrate sufficient fluency, your name may be withheld from future certifications or removed from the employment list, in accordance to Civil Service Rule 7.
NOTE: Possession of a valid California Class C Driver's License.
Knowledge of: community organizations and resources; group dynamics and human behavior; community outreach techniques; community health needs; the control of diseases; the methods of presenting educational materials; proper English usage and grammar.
Ability to: effectively communicate program information to a wide range of people; gain support and cooperation from other agencies and the community; identify health education needs and projects; conduct and facilitate group presentations; establish and maintain working relationships with individuals from diverse socio-economic and ethnic backgrounds.

APPLICATION & SELECTION PROCESS
  1. Review applications and supplemental questionnaires to determine those applicants who meet the employment standards.
  2. Supplemental Questionnaire Ranking : Responses to the required supplemental questionnaire will be evaluated and auto-scored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Incumbents must be willing to travel to clinic sites, and may work evenings and weekends. Bilingual skills may be required for some positions.
The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time .
