Job Overview

The Residential Step Down Program at 214 Haight St. is located in the Alamo Square neighborhood of San Francisco. It is a 64-bed male transitional housing program for individuals that have completed a minimum of 30 days of residential substance use disorder treatment. The RSD promotes the wellness and recovery of individuals with substance use and related disorders. Residential step-down programs are sub-acute, short-term residential facilities that provide coaching and support in a 24-hour staffed, open home-like environment. RSD provides a temporary, drug and alcohol-free environment to residents that are actively engaged in outpatient services for medically necessary SUD treatment provided to the client off-site. The goal is for the residents to find employment, housing, and become self-sufficient while continuing to work on their recovery.

The Program Manager I/II/III/IV is responsible for the direct management of the Residential Step Down facility. Through supervision and training, the Program Manager ensures care and safety are provided with cultural competency and that processes are functioning efficiently and in compliance with contracts and rules for the program.

Key Responsibilities

Program Management Responsibilities: Under the supervision of the Program Director, the Program Manager of the Residential Step Down Program plans and administers all aspects of the program; directs and coordinates various activities within the program. Coordinates with the intake/referral department to ensure smooth and effective admission processes for new clients and high utilization of the facility; ensures the facility is in accordance with goals of the contract. Provides direct services such as intake, assessment, crisis interventions, and case management as needed; has ultimate responsibility for retention and completion of all clients.

Supervisory Responsibilities:

  • Provides immediate supervision and guidance to the staff of the program.
  • Responsible for recruitment, hiring, direct supervision, and ongoing training of all program staff; ensures staff is familiar with program policies, procedures, and practices.
  • Coordinates staff coverage, reviews and responds to vacation requests, and coordinates program services.

Facility Management Responsibilities:

  • Responsible for all operational functions of the Residential Step Down Program, including but not limited to maintenance, program supplies, meals, and medical needs of clients.
  • Responsible for the safety and security of the facility.

Administration and Compliance:

  • In accordance with guidelines established by HealthRIGHT 360 to satisfy internal and external evaluating requirements, ensures that staff maintains accurate documentation on all clients.
  • Perform regular audits to ensure contract compliance.
  • Coordinates with staff to make necessary corrections on all Electronic Health Records (EMR) discrepancies within a timely manner.

Education and Knowledge, Skills, and Abilities

Required:

  • High School diploma or equivalent
  • At least 4 years of experience in substance abuse prevention/treatment programs in a residential setting.
  • 2 years of experience in clinical and case management in a supervisory capacity.
  • Valid CA Driver’s License.

Preferred:

  • Master’s Degree from an accredited college in counseling, psychology, or social work.
  • Alcohol and Drug Counseling Certification or Licensure (CADAAC, CAADE).
  • Licensed MFT or LCSW in the state of California.
  • Bachelor's Degree, OR 4 years equivalent work experience.

Background Clearance Required:

  • Must not be on active parole or probation.
  • Must be able to pass Live scan/Fingerprinting clearance.
