Job Summary:
Supervises, reviews, monitors and evaluates Centers within the region of responsibility, accounts receivable, accounts payable, bank reconciliations, cash accounts, balance sheets, Income and Expense Accounts, Fund Balancing, Fund Testing, and general data entry functions; ensures accounts are maintained in compliance with Salvation Army and ARC Command standards and established deadlines and procedures; prepares special reports as requested by management; prepares financial reports; ensures the accuracy and completeness of the same.
Serves as the technical expert on the computerized accounting system to Centers within the region of responsibility. Provides detailed training to all accounting personnel within the region of responsibility.

Accounting Systems Responsibilities:
Develops and maintains a current detailed knowledge of The Salvation Army-approved financial accounting software used throughout the ARC Command; maintains a working familiarity with the issues arising from requirements of the Financial Accounting Standards Board, Salvation Army, and Command policies and procedures, as those issues relate to accounting activities.
Serves as a technical resource to the accounting staff within the region of responsibility, as it relates to computerized accounting systems; develops and provides solutions to complex accounting issues that are in compliance with current Salvation Army accounting policies and procedures.
Serves as the liaison and accounting expert to the Centers within the region of responsibility for all accounting issues and special accounting change requests; communicates to management and follows up with management with the progress of requests resolutions; maintains a database of such requests.
Trains Center accounting staff within the region of responsibility on the accounting computerized system, including developing various presentations for accounting staff.
Reviews Centers within the region of responsibility financial reports for adherence to the Salvation Army official format for internal accounting and financial reporting to be used in the Adult Rehabilitation Centers; reports any deviations from the official format to Command management.
Supervises, plans, reviews, and prepares financial reports for Centers within the region of responsibility. Utilizes the accounting system to provide information regarding Adult Rehabilitation Centers accounts as requested by management. Reports any deviations from Salvation Army standards to Command management.
Operations Responsibilities:
Supervises, reviews, and makes adjustments when required to all accounting and control functions within the region of responsibility, including bank reconciliations, cash accounts, balance sheets, income and expense accounts, fund balancing and fund testing, general accounting, and financial reporting.
Supervises, reviews, and verifies Centers within the region of responsibility the status of accounts receivables; sets priorities and assists in resolving day-to-day problems; ensures all accounts receivables are processed in accordance with deadlines; determines if accounts receivable balances can be retrieved; and prepares financial statements.
Supervises, reviews, and verifies Centers within the region of responsibility the status of accounts payables; sets priorities and assists in resolving day-to-day problems; ensures all accounts payables are processed in accordance with deadlines; contacts vendors when needed to resolve non-routine discrepancies; instructs accounts payable staff regarding the payment of invoices.
Reviews and audits revenue and expenses and prepares various ad hoc reports. Reports financial deviations from approved budgets to the Center Administrator and ARC Command management.
Supervises, reviews, and may prepare within the region of responsibility the Center’s annual budget. Consults with Center accounting staff and the Administrator regarding the annual budget. Provides Center Administrator and/or staff with financial guidance. Responds to complex questions regarding the preparation and submission of annual budgets. Reports any financial deviations from Salvation Army and Command guidelines to Command management.
Supports Centers within the region of responsibility with cash register issues, including but not limited to programming, polling, Internet modems, cables, phone lines, and other hardware or software issues.
Interviews, provides guidance and makes hiring recommendations on applicants for various accounting positions within the region of responsibility.
Trains accounting staff within the region of responsibility on the proper accounting procedures in The Salvation Army and Command.
Serves as a backup for other Centers outside of their regular region of responsibility when other Regional Accounting Managers are unavailable or assistance is needed by other Regional Accounting Managers.
Maintains a positive working atmosphere by acting and communicating in a professional manner that will establish and promote a professional working relationship with vendors, donors, customers, beneficiaries, co-workers, and management.

Performs other related work/special projects as required.

General Office Equipment, Sage Accounting System.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Bachelor's degree from an accredited college or university in accounting, finance, or a related field and five years experience performing progressively complex accounting activities. Extensive experience utilizing a variety of financial computer software packages including Excel. Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Knowledge, Skills and Abilities:
Knowledge of the generally accepted principles and practices of accounting.
Knowledge of the concepts associated with modern accounting software.
Knowledge of the general operation and function of computers.
Knowledge and extensive experience with Excel and other MS Office products.
Knowledge of general office practices and procedures.
Ability to plan, design, prepare, and troubleshoot a variety of accounting programs and to provide assistance with various computerized accounting systems problems.
Ability to design and prepare effective and accurate progress reports.
Ability to develop and prepare training materials for all accounting software in use throughout the Adult Rehabilitation Centers.
Ability to train and instruct accounting personnel in the use of approved accounting software and custom-designed accounting programs.
Ability to ensure the accountability and timely processing of accounts receivables and payables through Center personnel.
Ability to perform all phases of maintaining a general ledger in an accurate and complete manner.
Ability to prepare accurate and complete spreadsheets, balance sheets, trial balances, income statements, financial statements, bank reconciliations, and special financial reports.
Ability to maintain the accuracy and integrity of all assigned accounts, funds, payroll, and budgets.
Ability to maintain the confidentiality of all information associated with the job.
Mental and Physical Abilities:
Ability to meet attendance requirements.
Ability to read, write, and communicate the English language.
Ability to perform routine and complex mathematical calculations.
Ability to input data into a computer.
Ability to travel to various locations throughout the Southern Territory.
Limited physical effort required associated with sitting, walking, standing, lifting, bending, reaching, twisting, pushing, pulling, typing, 75% to 95% of the work time and carrying light objects (less than 25 lbs.) 5-25% of work time.
Working Conditions:
Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
