Why does the job exist?
The Breast and Cervical Cancer (BCC) Early Detection Program Case Manager will be responsible for providing effective and appropriate statewide case management services to BCC Program enrolled clients diagnosed with breast or cervical cancer and/or pre-cancer in order to facilitate access to BCC Medicaid for treatment and will be the statewide point of contact to access other treatment funding options for individuals not eligible for BCC Medicaid.
How does it get done?
The key responsibilities of the BCC Program Case Manager position include serving as the statewide determiner of presumptive eligibility, initial application, and annual re-certification for BCC Medicaid. This category of Medicaid is available to eligible BCC Program enrolled individuals diagnosed with breast or cervical cancer and/or pre-cancer. The incumbent will assist BCC Program staff, statewide contracted providers, and BCC Program enrolled clients to access BCC Medicaid for cancer treatment and will serve as the statewide point of contact to independently monitor and lead the administration of other available treatment funding options for individuals not eligible for BCC Medicaid. In addition, the incumbent will guide Program contracted providers in the provision of efficient and appropriate case management activities to include accessing resources for BCC Program enrolled individuals diagnosed with breast or cervical cancer and/or pre-cancer. The BCC Program Case Manager, following HIPAA Privacy Rule standards, will work to ensure a team approach to case management through communicating client information about psychosocial and economic barriers to completing breast and cervical cancer screening, diagnostic and treatment initiation services, with BCC Program Nurse Coordinators, and providers within statewide BCC Program contracted clinics and hospitals. Finally, the Case Manager will participate in public education and outreach initiatives for the BCC Program and assist in establishing new partnerships to maximize resources.
Who are the customers?
The incumbent will work independently with BCC Program enrolled clients statewide diagnosed with breast or cervical cancer and/or pre-cancer, Medicaid offices, BCC Program contracted clinics and hospitals, community partners, and BCC Program and Population and Community Health Bureau staff.
Ideal Candidate
At least 2 years of independent experience implementing case management needs assessments and prioritizing identified needs. Knowledge of medical terminology. Experience working with Medicaid preferably as as Presumptive Eligibility (PE) determiner. Experience reviewing Medicaid applications and/or working with Managed Care Organizations (MCOs). Experience working with for-profit and/or non-profit community organizations. Fluency in English and Spanish (writing, speaking and reading) is required.
Minimum Qualification
Bachelor's degree in Public Health or Education and two (2) years of experience in a health related field. Substitutions Apply. See Substitution Table below.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Fluency in English and Spanish (writing, speaking and reading)
Working Conditions
This position includes activities carried out in an office setting, with considerable and constant exposure to VDT and personal computer use, extensive phone usage, and extended periods of sitting. Occasional statewide travel may be necessary, with the possibility of overnight travel. Responsibilities would include numerous deadlines, and the ability to manage multiple assignments concurrently is necessary. Some data entry into complex data management systems is also required.
