The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is recruiting for an exceptional leader to provide management and oversight of the diverse people and programs within our Advanced Training Division (ATD). The incumbent of this position must be well versed in both daily operations as well as long range strategic planning. PLEASE NOTE:  This position will work on campus in Burien at least two days per week. The incumbent may be able to work remotely the remaining days of the week.

The duty station for this position is in King County, therefore the incumbent will receive 5% premium pay in addition to their base salary.

  • Direct supervision of program managers with responsibility over the following programs:
    • Leadership and Statewide Regional Training Coordinator
    • Law Enforcement Training and Community Safety Act (LETCSA)
    • Special Investigations
    • Crisis Intervention Team (CIT) MIDD—King County
    • Crisis Intervention Team (CIT)—Statewide and Trueblood
    • Building Public Trust
    • Support Services
    • Firearms Certificate Program and Law Enforcement Officer Safety Act (LEOSA)
    • Coroner/Medical Examiner (CME)
    • Substance Use Disorder (SUD)
    • First Responder Wellness
    • ATD Administrative Services
  • Plan, lead, organize, and control work performed by ATD staff and coordinate with colleagues in the Basic Training and Applied Skills Training Divisions to facilitate consistent training.
  • Assure appropriate and optimal use of resources and enhance the effectiveness of employees through timely appraisal and professional development activities.
  • Support effective communications with internal and external stakeholders.
  • Provide policy guidance and ensure coordination of staff to ensure accomplishment of responsibilities. Ensure decisions by subordinate managers and staff are implemented appropriately by directing staff, assigning and reviewing specific plans, goals, objectives, and outcomes.
  • Present a professional image and communicate effectively orally and in writing in both formal and informal settings and situations.
  • Interact with other local, state, tribal, and federal entities and private organizations as well as members of the public to meet operational and program needs.

Required Qualifications/Experience:

  • Seven (7) years professional experience in a criminal justice, government or public service agency.
  • Three (3) years of supervisory and/or management experience.
  • Experience managing projects/teams to advance programs.
  • Strong written and public speaking skills.
  • Experience managing a substantial budget.
  • Experience providing or overseeing training at the WSCJTC, criminal justice, government, or public service agency, or in higher education.
  • Excellent interpersonal skills.
  • Ability to build partnerships with diverse stakeholder groups.
  • Ability to focus all work on the agency's vision and mission.
  • Embody the values of the WSCJTC - Leadership, Integrity, Dignity, Accountability.

Preferred/Desired Qualifications:

  • Bachelor’s degree or higher educational degree from an accredited institution.
  • Three (3) years of experience as a second-line supervisor/mid-level manager.
  • Three (3) years of experience managing at Commander/Executive level or above.
  • Experience implementing 21st Century police reform strategies, emphasizing de-escalation training.
  • Experience and/or training with the dynamics of shaping police culture.
  • Ability to establish and maintain positive professional relationships with stakeholder executives.
  • Extensive experience and knowledge of modern, best business practices for personnel management and administration.
  • Experience managing, monitoring, and analyzing program budgets.
  • Knowledge and experience with state organization structure and agency responsibilities.
  • Knowledge and effective application of leadership principles and coordinating staff work.
  • Experience developing, organizing, and presenting information both orally and in writing.
  • Ability to make decisions in a timely manner.
  • Provide leadership to groups/teams of which the incumbent has no control.
  • Balance competing priorities for resources.
  • Build cooperation across work teams/programs to advance the WSCJTC mission and values.
  • Communicate effectively with stakeholder agendas to achieve strategic goals and objectives.
  • Ability to conduct tactical and strategic planning.
