INFORMATION TECHNOLOGY- IT Director

REPORTS TO: Assistant City Manager

SALARY: $100,000 - $110,000 / year

FLSA Status: Exempt

DESCRIPTION

The IT Director is a leadership position responsible for overseeing all aspects of information technology management and operations. This position is required to strategically and effectively assess, budget, plan, and execute information technology projects to support the city's mission and objectives. With a focus on innovation, collaboration, and service excellence, the IT Director plays a crucial role in ensuring the reliability, security, and effectiveness of the city's technological infrastructure and systems.

QUALIFICATIONS

Bachelor's degree in Computer Science, Information Technology, or a related field is required; a Master's degree is preferred. Eight years of progressively responsible experience in IT management, including strategic planning, system design, and technical support, are also required. This position manages public safety computer systems and requires a criminal background check and C.J.I.S. certification.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the design, implementation, and management of municipal IT infrastructure, including networks, servers, data storage, cloud services, and telecommunications.
  • Knowledge of cybersecurity practices, data protection laws (e.g., HIPAA, CJIS), and strategies to safeguard sensitive municipal information, ensuring compliance with federal, state, and local regulations.
  • Skilled in managing and developing IT teams, promoting collaboration, and fostering a culture of innovation and accountability.
  • Effective verbal and written communication skills, capable of translating complex technical issues into terms understandable by non-technical city staff.
  • Skilled in evaluating emerging technologies and integrating innovative solutions that improve city services, efficiency, and operational effectiveness.
  • Ability to work closely with other city departments to identify technology needs, recommend solutions, and implement IT initiatives that enhance service delivery.
  • Ability to exercise sound judgment, think creatively, and make competent decisions.

MAJOR DUTIES

  • Oversees the design, installation, configuration, and maintenance of the organization's technology infrastructure, including virtual and physical servers, cloud-based services, and network systems.
  • Assumes operational responsibility for data backup and storage, workstations, network connectivity, cloud-based systems, incident management lifecycles, change management, and client experience with systems.
  • Supervises and manages IT staff, including recruitment, training, performance evaluation, and disciplinary actions.
  • Develops and manages the IT budget, monitors expenditures, and seeks cost-effective solutions.
  • Negotiates contracts and manages relationships with hardware, software, telecommunications, support, and training vendors.
  • Acts as a key player in incident response and disaster recovery execution.
  • Leads and manages IT projects and initiatives from inception to completion, ensuring timely delivery and adherence to budget.
  • Develops, implements, and enforces IT strategies, policies, procedures, and standards that align with the city's goals and objectives while ensuring compliance with legal and regulatory requirements.
  • Fosters a culture of collaboration, innovation, and excellence.
  • Leads the development, customization, and integration of software applications and systems to meet the needs of the city.
  • Develops and implements cybersecurity strategies and protocols to protect the city's assets and defend against internal and external threats.
  • Manages and monitors the work performance of department staff, evaluating program/work objectives and effectiveness, monitoring budgets, establishing broad organizational goals, and realigning work and staffing for the department.
  • Performs other duties as assigned.

This position is an essential service position and will require providing services during emergency situations.
