Overview:
Reporting to the System Chief Nursing Officer, the Regional Chief Nursing Officer will ensure efficient and effective deployment of nursing initiatives and processes and acts as key interface for cross-functional initiatives and responsibilities within nursing operations. Ability to lead effectively in a matrixed organization requiring high levels of collaboration, sound judgment and significant operational and practice management expertise. Responsibilities include overseeing clinical workflows, updating policy and procedures, implementing and evaluating management systems to enhance operations and assisting with the development and implementation of short and long-term strategies to accomplish goals. Key accountabilities include quality outcomes, improved patient experience, cost management, as well as managing and working to enhance relationships which are built on a high degree of trust, effective communication, teamwork and mutual respect. Serves as a nursing liaison to key partners across the organization including, but not limited to, Human Resources, Finance, Quality/Performance Improvement, Infection Prevention, Service Lines and ancillary support departments. The Regional Chief Nursing Officer is responsible for developing, supporting and sustaining a comprehensive, evidence-based nursing professional practice model. The Regional Chief Nursing Officer is responsible for ensuring all nursing is working within their scope of practice. They will ensure the consistent use of the nursing process in a professional and healthy work environment. Leads and manages change effectively. Functions as a consultative resource to nursing leadership within the organization. Assures that practice protocols, guidelines, and decisions are evidenced-based and responsive to changes and trends.
Special Instructions:
This position will oversee the West Virginia and Big Sandy Regions. These regions include: Beckley, Summers County, Tug Valley, Morgan County, McDowell, Martin Our Lady of the Way, Paintsville and Highlands.
Responsibilities:
- Promotes the mission, vision, and values of Appalachian Regional Healthcare.
- Knows and practices the prescribed philosophy, purpose, policies, and standards of Nursing/Patient Care Services.
- Maintains continuing quality assessment and improvement analysis and evaluation of patient care delivery.
- Interprets business data for the purpose of identifying patterns, trends, and variances in company and/or nursing operations.
- Recommends, supports, and participates in education services, programs of education, and training. Encourages and facilitates the professional advancement of employees by affording opportunities for further education and experience.
- Establishes mechanisms to assure nurses throughout the organization are involved in shared–governance and decision-making structures and processes that establish standards of practice and address issues of concern.
- Incorporates best practices for building and sustaining a fair and just culture of safety and performance excellence.
- Participates in policy decisions that affect Nursing/Patient Care Services in the hospital.
- Responsible for the implementation, monitoring and evaluation of performance improvement to improve nursing-sensitive metrics and CQI.
- Leads projects and implementations at the corporate level that involve nursing operations.
- Analyzes nursing operational performance and effectiveness by synthesizing data from labor management reports, staff and physician satisfaction, patient experience, clinical outcomes, and other pertinent metrics. Leads related performance management efforts to improve outcomes.
- Works collaboratively to identify, design, and deploy best practices/processes/programs that improve nursing efficiencies, support, and engagement, including the building of business cases.
- Provides subject matter expertise on nursing strategies.
- Engage regularly with facility leadership and staff to identify unique operational needs and assist with development of action plans.
- Serves as relationship manager between PI and Nursing.
- Analyzes and identifies opportunities for operational improvement within the Triple Aim Scorecard.
- Serves as a convener for nursing school strategies that cut across the enterprise.

Qualifications:
Education:
- Bachelor’s Degree in Nursing (BSN), Required.
- Master’s Degree in Healthcare or Hospital Administration, Nursing Administration, Business, or a related discipline is required OR Proof of enrollment with a written plan to advanced degree completion within 3 years is required.
- Doctorate degree, preferred.
Work Experience:
- Prior experience as a Chief Nursing Officer, Preferred.
- Five (5) years of progressive responsibility in nursing management experience, required.
- Seven (7) years of progressive responsibility in nursing management experience, Preferred.
- Experience working in an acute care hospital setting, required.
Licenses/Certifications:
Required:- Current licensure to practice nursing in the State of KY or WV, depending on legal state of residence.
- BLS upon hire.
- Professional Certification in Nurse Leadership AND/OR
- Professional Certification in Clinical Specialty.
