Are you a Professional Engineer who is looking to be part of the big picture of Pinellas County?
The Transportation Engineering Section of the Capital Improvements Division of Public Works is seeking a motivated and collaborative professional engineer with effective communication skills to assist with the planning, development, and management of CIP projects. The primary responsibilities of this position are the planning, development, design, and management of bridges, structures, and transportation projects within the Transportation Engineering Section.
What Would You Do?
  • Manages consultant teams in the design and preparation of construction plans for bridge structures and transportation projects.
  • Establishes and manages project schedules, scopes, budgets, and negotiates consultant fees.
  • Coordinates design activities with other County departments/divisions and all local and state agencies.
  • Reviews plans and technical specifications in all design phases.
  • Assist in the preparation of construction specifications and final bid packages.
  • Works with internal teams and mentors entry-level engineers.
  • Attends meetings with County staff, consultants, local and state agencies, contractors, and citizens.
  • Observes field construction and perform site inspections as needed to ensure design specifications are met.
  • Initiates, plans, coordinates, and oversees in-house design assignments and projects.
What Do You Need To Have?
  • Bachelor's degree in civil engineering and a professional engineering license from the State of Florida (or ability to obtain within 12 months of hire through reciprocity) and four (4) years of experience that directly relates to the assigned subject matter area of responsibility. For Example: roadway, bridge, drainage, construction, project management, and civil engineering, to include 1-year supervising professional engineering functions; or
  • A Master's degree in civil engineering and a professional engineering license from the State of Florida (or ability to obtain within 12 months of hire through reciprocity) and two (2) years of experience as described above; or
  • An equivalent combination of education, training, and / or experience.
  • Obtain a Professional Engineering Certification from the State of Florida within 12 months of hire.
  • Possession and maintenance of a valid Florida Driver's License at the time of hire.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
  • Experience in all aspects of project management.
  • Effective communication skills - orally and in writing, public speaking.
  • Ability to establish and maintain effective working relationships.
  • Experience in permit coordination with state agencies such as USACE, FDEP, USCG
  • Knowledge of LRFD AASHTO Bridge Design Manual.
  • Knowledge of Pinellas County and Florida Department of Transportation Specifications and Design Standards.
  • Experience in structural concrete and steel design for transportation structures.
  • Knowledge of the Florida Green Book.
Knowledge, Skills, and Abilities
  • Understanding of structural and general civil engineering design practices, methods, and regulatory requirements, and the ability to apply those principles.
  • Knowledge of modern professional engineering practices and procedures as they apply to public works, construction, or utilities.
  • Knowledge of modern office practices and procedures in report writing and recordkeeping.
  • Knowledge of professional and technical leadership techniques to direct the work of engineers, contractors, and technicians.
  • Ability to utilize computer applications and software to apply engineering design, drafting, mapping, plan preparation, and scheduling.
  • Ability to give technical and professional reviews to a wide variety and large volume of engineering plans, specifications, and related documents.
