Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Indonesia Country Office (CO) hosts the ASEAN liaison office which extends support to ASEAN and its Member States in advancing Women Peace and Security (WPS) agenda in line with global normative frameworks. UN Women Indonesia launched a five-year project, Empowering Women for Sustainable Peace: Preventing Violence and Promoting Social Cohesion in ASEAN (The project). The project funded by the Governments of Canada, the United Kingdom and the Republic of Korea supports efforts by the Association of Southeast Asian Nations (ASEAN) and its 10 Member States to promote women's participation and leadership in conflict prevention, resolution and recovery.

Against this backdrop, UN Women Indonesia CO seeks to hire a reporting, monitoring and knowledge management consultant to support the implementation of this regional project.

Objectives of the assignment

The main objective of this assignment is to strengthen the monitoring, reporting and knowledge management of the Project.

Duties And Responsibilities

Scope of work and tasks

Under the overall guidance and management of the Programme Specialist, ASEAN Governance, Peace and Security, and supervision from the Project Coordination Specialist ASEAN WPS and in close coordination of WPS project officers at country level, the consultant will perform the following tasks:

  1. Strengthen capacities of UN Women staff and responsible parties of the project on results-based monitoring and reporting, by facilitating yearly workshops and trainings on RBM and reporting.
  2. Process and analyse data collected by the project team.
  3. Update the risk register of the project and responsible partners.
  4. Update the results monitoring matrix of the project.
  5. Inform the management team of evidence-based monitoring findings.
  6. Regularly monitor the indicators of the project.
  7. Update the M&E plan of the project.
  8. Support to undertake the final project evaluation.
  9. Drafting of Donor reports and UN Women’s Annual Reports and quarterly reports.
  10. Document lessons learned.
  11. Keep updated the beneficiary and stakeholders database.
  12. Support the implementation of the evaluation management response.
  13. Ensure documentation of the project implementation process and products produced are in accordance with UN Women guidelines.
  14. Support the development and design of knowledge products.
  15. Support the organization of knowledge sharing and advocacy events.
  16. Draft proposals for resource mobilization purposes.

Expected Deliverables

The International Consultant will produce the following deliverables:

  1. Report on strategic and operational support provided on Knowledge management, proposal writing, reporting and monitoring to stakeholders and project team.
  2. Report on technical support provided in monitoring the project.
  3. Report on capacity building trainings/workshops conducted on results-based monitoring and reporting.
  4. Knowledge products produced (e.g. toolkits, guidelines, publications, research and needs assessment reports).
  5. Corporate and donor reports produced.
  6. Updated monitoring tools.
  7. Report on the lessons learned documented.

All the deliverables, including annexes, notes and reports should be submitted in writing in English.

The time required for the consultancy is estimated at a maximum of 240 working days within the period indicated. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

UN Women will not be committed to purchasing any minimum quantity of the Services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract.

Inputs

  • UN Women will provide the Consultant with background information and documents.
  • The Consultant is expected to work using his/her computer.
  • UN Women will directly cover travel costs as per UN Women’s rules and regulations.
  • UN Women will cover translation/interpretation costs.

Performance evaluation:

Required Skills And Experience

Required experience and qualifications

Education

  • Master’s degree in Gender Studies, Development Studies, Public Finance, Law, Public Administration or other related fields.

Experience:

  • 5 years of relevant experience in results-based reporting, project monitoring and evaluation, including at least 2 years in the Southeast Asia Region.
  • At least 2 years of experience in the field of gender mainstreaming, including in Women Peace and Security, with experiences in developing countries, preferably in the Asia-Pacific region.
  • Proven experience working with and/or facilitating workshops and participatory processes for government stakeholders, institutions and civil society organisations (CSOs).
  • Experience working with documents and tools requiring multistakeholder/team collaboration.
  • Experience strengthening capacity of staff and partners on results-based reporting, project monitoring and evaluation.
  • Experience in data management, drafting funding proposals/concept notes, and risk management would be an asset.
  • Demonstrated cross-cultural communication skills, including for facilitation.
  • Previous experience working with UN Women would be an asset.
  • Knowledge of the Southeast Asia context related to WPS.

Language and other skills:

  • Proficiency in oral and written English.
  • Knowledge of other UN working languages is an asset.
  • Computer literacy and ability to effectively use office technology equipment, Internet and email.
  • Excellent facilitation skills.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; (70%)
  • Financial Proposal (100 points) weight; (30%)

A two-stage procedure is utilised in evaluating the proposals, with the evaluation of the technical proposal being completed before any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allotted for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

Only the candidates who meet the minimum requirements will be longlisted, and additional documentation may be requested. Candidates with a minimum of 70% of total points will be considered technically qualified candidates and will be shortlisted for interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allotted for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
