NH HHS needs an experienced Healthcare IT Application Systems Analyst who has worked in a healthcare/HHS environment, with systems analysis related to Emergency Hospital Data Systems or Syndromic Surveillance Systems (or similar), specifically.
The Automated Hospital Emergency Department Data (AHEDD) system is an automated, electronic system, which receives encrypted Health Level Seven (HL7) transaction messages directly in near real-time. This system is a crucial component for the State of New Hampshire and is necessary for broad state-wide early detection of reportable disease and other health threats (also known as syndromic surveillance). The current AHEDD system relies upon several generations of legacy software and is not able to be maintained by in-house Department of Information Technology (DoIT) personnel.
The person in this role needs to be able to provide application analysis relative to the vast amount of current and legacy software utilized within this system, so someone who has come from a similar development background prior to moving into the systems analyst role would be ideal.
Without this resource, NH AHEDD will not be able to maintained and supported effectively for Public Health to perform syndromic surveillance.
Responsibilities include:
• Collaborate with the application developer to ensure that the AHEDD system remains reliable and available through ongoing maintenance and monitoring.
• Develop, plan, and guide implementation of debugging, defect resolutions found in the AHEDD software.
• ssess current AHEDD software, and work with application developer to design and implement updates and upgrades to the AHEDD software, its web user interface, associated APEX-based reporting tool, and Microsoft Access reporting tool.
• Review, plan and manage updates to AHEDD database tables as needed.
• Collaborate with State of New Hampshire personnel and other contractors and ensure AHEDD functions reliably and remains available during changes to connected Systems including, but not limited to, the Rhapsody HL7 integration engine, Tomcat web application server, Windows operating system, Oracle database, and VMWare tools.
• Collaborate with application developer to write and submit ODARs to request database updates as needed.
• ssist with AHEDD integrations including EBI (Enterprise Business Intelligence), and NH-ESSENCE SQL database systems.
• Collaborate with State of New Hampshire personnel and other contractors and ensure that AHEDD is updated to detect and report new ICD-10 codes, conditions of interest, and reportable diseases on both a rolling and emergent / unscheduled basis.
• Collaborate with State of New Hampshire personnel and other contractors to ensure AHEDD supports and functions correctly with new versions of discharge codes and other structured and unstructured data from participating facilities.
• Collaborate with State of New Hampshire personnel and other contractors to develop and perform comprehensive test plans to detect defects, unexpected data input, system performance problems, and potential areas for improvement.
• Collaborate with State of New Hampshire personnel and other contractors to analyze logs and other data to assist in diagnosing and finding root causes of anomalous data and system behaviors.
• Collaborate with State of New Hampshire personnel and other contractors to create, analyze, and test HL7 feeds from facilities as part of their onboarding / re-onboarding processes.

Must-have qualifications include:
• Must conduct all work from the contiguous United States (lower 48 states) and ensure all data including backups remain within the contiguous United States.
• 8-10 years of JAVA programming experience.
• 8-10 years of experience Oracle PL/SQL scripting.
• Use, analysis, development and maintenance of Microsoft Access 2016 - based applications.
• Developing and using Oracle APEX reporting tools.
• Experience with analyzing and planning merger and stability enhancements for complex, large SQL-based databases containing disparate and interconnected schemas.
• Experience managing and working closely with application developers and teams with diverse skillsets and backgrounds.
• SQL scripting (MS-SQL).
• Developing applications dependent on Tomcat Apache application server.
Preferred skills include:
• Interpreting, reviewing, and analyzing HL7 v2.X messages including structure, interpretation, and violations of implementation guides and other standards.
• Experience using Quest TOAD for Oracle.
• Experience using the CA Harvest version control management system.
• Experience analyzing, planning, and writing ODARs (Oracle Database Action Request) for DBA team.
• Experience using Filebeat, Elastic / Logstash, Kibana log monitoring solutions.
• Experience with MS Windows Servers and RedHat Linux servers in a virtualized (VMWare) environment.
• Experience with Rhapsody integration engine, including recognizing comm point errors and other indications of issues affecting downstream applications.
