Position:       Human Resources (HR) Manager

Status:          Full-time, exempt, non-remote

Reports to:   CFO

Location:      Miami, FL


Background:

Founded in 1938, the Greater Miami Jewish Federation cares for those in need, strengthens Jewish life and builds and sustains community by funding a safety net of more than 160 vital programs, services and agencies in Miami, in Israel and around the world.


Position:

Federation is looking to hire a Human Resources Manager to lead all day-to-day HR functions including hiring, onboarding, administering pay, benefits, retirement plans and leave, labor law compliance, performance guidance, coaching, counseling, and enforcing organization’s policies for staff of 100. Supervise Payroll Accountant.


Duties and Responsibilities:

·  Partner with the Senior Leadership Team to understand and execute the organization’s HR strategy as it relates to current and future talent needs, hiring, retention and succession planning.

· Oversee hiring including preparing job descriptions, posting vacancies, pre-screening, guiding hiring managers, conducting background screenings and reference checks, assisting with salary ranges, preparing offers/hire letters, engage with recruiters and temp agencies when needed. Keep hiring and screening documents up-to-date with employment laws. Work with legal counsel on work visas/immigration issues as needed.

·  Conduct onboarding including orientations to explain policies and benefits, and ensure timely enrollment.

·  Oversee all employee retention matters including but not limited to serving as a go-to person for all HR issues and grievances, providing feedback, counseling/coaching staff and managers, maintaining employee chat groups, communicating office closures and emergencies, maintaining personnel files, and administering staff awards, PTO, Workers’ Compensation, FMLA, ADA, Anti-Harassment, Whistleblower, Conflict of Interest, and other policies.  

·  Administer pay including hourly wages and overtime in compliance with the current laws. Assist Payroll Accountant with timekeeping and payroll issues. Serve as backup to payroll processing. Maintain and distribute annual holiday schedule. Maintain master file with employee increases. Prepare promotion memos. Oversee maintenance of employee rosters. Engage legal counsel as needed.

· Administer benefits including annual open enrollment meetings and ongoing support; engage brokers when needed. Oversee filing of the Form 5500. Ensure compliance with related laws including Medicare, Section 125 etc. Ensure timely payment of benefit invoices. Assess adequacy of benefits as needed.

·  Administer retirement plans including timely enrollments and submission of contributions, periodic educational sessions, assisting participants and beneficiaries, filing of Forms 5500 etc. Assist CFO in administering Teachers Fringe Benefit plan for local day schools. Serve on the Retirement Plans Committee.

· Handle terminations and resignations and the related off-boarding (exit interviews, accrued vacation pay out, COBRA notices, retirement plan withdrawals, return of assets etc.).

· Oversee annual performance reviews.

· Assist managers with developing and monitoring Performance Improvement Plans and oversee disciplinary issues.

· Maintain and update organizational policies and the Handbook.

· Maintain and update organizational charts.

· Manage relationships with outside consultants and vendors such as insurance brokers, benefits carriers, and payroll provider; make retention recommendations.

· Prepare HR-related reports as needed.

· Respond to subpoenas, censuses, salary surveys and employment verifications.

· Stay current on labor laws and communicate with legal counsel as needed.

· Serve on the internal Personnel Committee.

·Work closely with the Controller to ensure accuracy in HR-related transactions and assist with audit schedules/inquiries.

· Work closely with Facilities Manager to ensure comfortable/clean work environment.

· Assist CFO with risk management functions. Coordinate submission of various forms/applications by GMJF, subsidiaries and beneficiary agencies.

· Serve as back up to the Facilities Manager.

· Perform other related duties as assigned.


Qualifications and Competencies:

  • Bachelor’s degree in HR or related field
  • 5 years of HR experience
  • Certificate in HR
  • Knowledge of current labor laws
  • High level of confidentiality and diplomacy
  • Ability to counsel and coach and provide feedback in a constructive manner
  • Ability to listen with empathy and solve problems
  • Excellent verbal and written communication skills
  • Proficiency with HR/payroll systems, MS Office and other programs
  • Attention to details
  • Knowledge and understanding of Jewish culture
