Normal Work Schedule (Other):: Tri-County Technical College operates under the business hours of 8:00 am - 5:00 pm on Monday through Thursday and 8:00 am - 2:00 pm on Friday. Occasional evening or weekend work may be required.

Job Purpose:
Responsible for leading and managing the assigned program areas from researching and designing programs to implementing and ensuring continuous improvement. Constantly works and communicates with customers to understand training needs within the service area in order to provide relevant programming. Manages special projects for division leadership.

Job Duties:
Program Development:
  • Needs Assessment : Conduct market research to identify the community's educational needs, employment trends, and gaps in workforce training.
  • Curriculum Design : Collaborate with subject matter experts to design, revise, and update courses and programs that align with industry standards and best practices.
  • Program Launch & Review : Coordinate the launch of new programs and/or courses, ensuring alignment with institutional goals, and regularly review existing programs for relevance and effectiveness.
Financial Management:
  • Budgeting : Develop annual program budgets, forecasting revenue, and costs. Monitor budget adherence and adjust based on enrollment trends and resource availability.
  • Cost Analysis : Analyze program costs and profitability, ensuring each course/program is financially viable. This includes negotiating instructor fees and material costs.
  • Financial Reporting : Prepare and present financial reports to Dean, identifying financial risks, opportunities, and recommending strategies for financial sustainability.
Marketing and Promotion:
  • Strategic Marketing : Collaborate with marketing teams to develop multi-channel marketing campaigns, including digital advertising, email marketing, direct mail, and local outreach.
  • Branding : Ensure that all promotional materials, including brochures, websites, and social media posts, are consistent with the institution's brand identity.
  • Community Outreach : Attend community events, host open houses, and engage with local businesses, chambers of commerce, and civic organizations to promote programs and recruit participants.
Customer Service and Community Engagement:
  • Customer Retention : Implement customer service best practices to enhance participant satisfaction, including post-course surveys, follow-up communication, and loyalty programs.
  • Stakeholder Engagement : Build and maintain strong relationships with community organizations, industry leaders, local businesses, and government agencies to create partnerships and collaborations.
  • Problem Resolution : Act as the point of contact for escalated issues, resolving student or instructor complaints and addressing any operational challenges that arise.
Staff Management:
  • Recruitment and Hiring : Identify and recruit qualified instructors and administrative staff, ensuring diversity and expertise align with program needs.
  • Training and Onboarding : Develop training programs for new staff and instructors, ensuring familiarity with institutional policies, technology platforms, and instructional best practices.
  • Performance Management : Conduct regular performance reviews, set clear performance goals, and provide coaching and professional development opportunities for staff growth.
Quality Assurance:
  • Program Evaluation : Establish and implement processes for evaluating program outcomes, using tools such as participant feedback, instructor evaluations, and industry performance benchmarks.
  • Continuous Improvement : Use data-driven decision-making to make informed adjustments to curriculum, delivery methods, and course offerings to improve participant outcomes.
  • Compliance : Ensure programs comply with state, federal, and accrediting body requirements, as well as institutional policies and procedures.
Strategic Planning:
  • Long-term Planning : Develop and implement strategic plans to grow the program portfolio, focusing on emerging fields, certifications, and workforce development initiatives.
  • Trend Analysis : Stay informed on industry trends, emerging technologies, and demographic shifts, using this data to anticipate educational needs and program changes.
  • Collaboration : Work closely with institutional leadership, faculty, and external partners to align program goals with broader institutional and community objectives.
Partner with Grants Department: Work closely with the college's Grants department to identify and pursue grant opportunities that support the development, expansion, and sustainability of new or existing CCE programs. This includes collaborating on grant writing, ensuring programs meet eligibility criteria, and aligning proposals with institutional priorities.
  • Funding Strategy : Develop and implement strategies to secure external funding from federal, state, local, and private sources, leveraging grants to enhance program offerings, purchase equipment, and provide scholarships for students.
  • Grant Management and Compliance : Oversee the management and proper allocation of grant funds within CCE programs, ensuring compliance with reporting requirements and achieving grant objectives.
Minimum and Additional Requirements
A bachelor's degree and related training development program experience.
Preferred Qualifications
  • Knowledge and expertise in the subject area of specialization. Knowledge of methods for designing, administering and evaluating training programs.
  • Knowledge of how to conduct conferences, lead discussions, instruct training groups and stimulate individuals and groups in the learning process.
  • Knowledge of the principles of marketing and advertising. Skill as an internal/external consultant.
  • Ability to plan and manage projects.
  • Ability to direct, supervise and advise staff members.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate in a clear and effective manner.
