JOB FUNCTION:

Provides input to the development of the Company's policies and strategies relating to regulatory affairs, and substantive direction for the development, preparation, submission, presentation, and execution of applications and other filings for Performance-Based Regulation (“PBR”), rate cases, major non-rate case dockets, including developing and providing guidance and strategy on utilization of the recovery mechanisms (e.g., Exceptional Project Recovery Mechanism (“EPRM”)), significant investigations (e.g., PBR Framework), and other major regulatory matters before the Hawaii Public Utilities Commission (“PUC”). Reviews and prepares applications, written testimonies, and other regulatory documents and recommends revisions to be consistent with Company policy, Hawaii law, regulations and PUC orders, and regulatory decisions in other jurisdictions. Assists in the development, interpretation, and administration of the Company’s Tariffs.

ESSENTIAL FUNCTIONS:

  • Leads the preparation and presentation of filings for PBR, rate cases and other non-rate case related dockets to meet the Company’s need for timely rate relief and other PUC approvals; including coordinating required work, developing schedules for preparation of and ensuring timely submission of requisite documents, and preparing witnesses for appearance at PUC evidentiary hearings. Coordinates, manages and implements the organization, production and distribution of electronic copies of filing materials in accordance with Commission rules.
  • Leads the development of regulatory strategy and Company positions, and drafts, reviews and edits applications, written testimonies, exhibits, workpapers and other regulatory documents for PBR, rate cases, significant investigations and other regulatory proceedings and recommends changes to be consistent with Company policy, PUC rules, laws and decisions, and regulatory decisions in other jurisdictions.
  • Performs similar and incidental duties as required, including development and maintenance of favorable relationship with the PUC and Consumer Advocate (“CA”) and ensuring adequate compliance with regulatory filing requirements.
  • Assists in the administration of and provides technical advice and information to other departments, PUC staff, CA staff, and the general public on regulatory and tariff matters (e.g., rule interpretation, re-writing rules as necessary), particularly with respect to Company rules.
  • Drafts or assists in drafting testimony in PUC cases to articulate Company policy consistent with and in light of testimonies of other Company witnesses and legal and regulatory principles and considerations.
  • Participates in Company emergency response activities as assigned, including any activities to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough working knowledge of the principles of accounting and finance usually acquired through college level courses or related experience.
  • Thorough working knowledge of regulatory principles and practice, particularly as it relates to Hawaii.
  • Working knowledge of economics, engineering, planning, regulatory law, and/or statistics.
  • Proficiency with personal computers and related software applications, such as spreadsheets, word processing, etc.

Skills Requirements

  • Excellent written, oral, and presentation skills, including the ability to communicate effectively and persuasively with all levels of Company personnel, PUC, CA, and other State and County staff.
  • Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
  • In depth analytical, organizational, and conceptual skills to handle various projects and programs.
  • Strong interpersonal skills to influence and persuade various stakeholders.

Experience Requirements

  • Multiple years (5-7) of related regulatory experience, preferably in matters before the Hawaii PUC, or an equivalent agency with ratemaking jurisdiction for electric utilities; or
  • Multiple years (5-7) of related business and technical experience, preferably in such occupational areas as engineering, accounting, budgeting and planning, rate analysis and design, regulatory affairs, economics, or finance.

Hiring Range: The hiring range for the Senior Regulatory Analyst (Rates) (Req ID 9288) position is $96,000.00 to $122,500.00. The person selected will be placed according to his/her skills and qualifications.
