Job Description:


1.Directs the professional development activities and education programs for the department.

2.Oversees the design and implementation of experiential learning opportunities.

3.Maintains the clinical nursing practice guidelines in accordance with evidence-based practice, regulatory and state standards.

4.Coaches nursing leaders in performance enhancement and competency development.

5.Coordinates system-wide nursing initiatives and special projects supportive of the organization’s strategic initiatives and the department’s goals.

6.Serves as the Facility Director/Team Lead for nursing excellence designations including Pathway to Excellence Designation, Magnet Recognition and Beacon Award.

7.Maintains the clinical nursing standards and policies in accordance with evidence-based practice and regulatory standards.

8.Leads the development and implementation of education programs and clinical activities to make the department survey-ready for the Joint Commission and other regulatory agencies.

9.Serves as the overall coordinator and facilitator of the facility’s shared governance councils and the nursing clinical ladder program.

10.Serves as a primary resource for pursuing nursing excellence designations from nationally-recognized professional nursing organizations.

11.Facilitates the development of clinical nurse educators and quality nursing leaders.

12.Collaborates with hospital and nursing leadership in the planning and coordinating of programs to meet identified employee learning needs.

13.Identifies and monitors budgetary activities related to education to promote cost-effectiveness.

14.Participates in organizational and departmental quality and performance improvement activities.

15.Develops, implements and evaluates nursing specialty fellowship, cross-training and continuing education programs.

16.Implements education programs utilizing theoretically-grounded methodology that meets the facility’s scope of services.

17.Promotes the incorporation of evidence-based practices, research findings and the department’s professional practice model in the development of education programs.

18.Promotes staff development by identifying and providing resources to improve patient care.

19.Leads the design, implementation and evaluation of education programs required by regulatory and state agencies.

20.Promotes patient and family education programs supportive of organization’s mission, services and population served.

21.Participates in the development, implementation and evaluation of system-wide education and competency

22.Coordinates the program approval process for continuing education credits from approving providers.

23.Oversees the ongoing surveillance for the evolving education needs of the nursing staff in regards to the use of the electronic health record.

24.Provides consultative services in areas of expertise to other services within the department and the hospital.

25.Participates in department, hospital and system-wide practice committees.

26.Collaborates with educational institutions to facilitate the experiential learning of student affiliates.

27.Participates in the ongoing enhancement and optimization of the electronic health record clinical applications.

28.Collaborates with the hospital leadership to design programs and initiatives that promote nursing professional development.

29.Collaborates with the hospital leadership in identifying opportunities and implementing strategies for promoting and sustaining compliance with the Joint Commission, state and other professional standards.

30.Develops, establishes and implements the philosophy, objectives, policies and standards of the Nursing Department.

31.Organizes the Nursing Department to delineate authority, functional responsibilities and lines of communication. Coordinates functions of nursing services with other disciplines, collaborates with administrative staff, other department staff and representatives of allied groups in planning services.

32.Determines staffing requirements in relation to patient care standards and develops procedures to maintain an adequate, competent nursing staff.

33.Maintains a system of continuing evaluation of nursing service provided for patients.

34.Maintains up-to-date policy procedure manuals for all nursing units and evaluates their effectiveness.

35.Establishes an effective system of clinical and administrative nursing records and reports.

36.Directs the preparation of the personnel, equipment and supply budgets for the Nursing Department.

37.Directs the development and implementation of orientation, training and continuing education programs for nursing personnel.

38.Initiates and participates in studies and research projects. Utilizes findings to improve patient care and administrative services.

39.Plans for and coordinates use of clinical facilities by colleges and other agencies for nursing education purposes.

40.Participates in the development of policies and health programs for the health care setting and System policies and programs involving nursing.

41.Develops and maintains sound relationships with the community, labor and professional groups in developing nursing programs and policies.

42.May serve as a consultant for the System for the overall nursing practice, service and education programs; conducts related studies and directs projects, provides leadership in Central Office in the development, coordination and evaluation of System’s central and health care setting nursing services, practice and education programs.

43.Attends community conferences and committee meetings with administrative, Medical Board and department heads.

44.Conducts and chairs staff meetings and working committees with all levels of nursing personnel..


Minimum Qualifications

1. Licensed and currently registered to practice as a Professional Nurse in New York State; and,

2. A Master's Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,

3. A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.
